The "Suggestions of the Central Committee of the Communist Party of China on the Formulation of the 15th Five- Plan for National Economic and Social Development", adopted by the Fourth Plenary Session of the 20th CPC Central Committee, focuses on "building a strong domestic market and the construction of a new pattern of development", emphasizing "insisting on expanding domestic demand as the strategic focus, closely combining the promotion of people's livelihood and consumption, investment things and investment in people, leading new supply with new demand, creating new demand with new supply, promoting the benign interaction of consumption and investment, supply and demand, and enhancing endogenous motive force and reliability of the domestic circulation". The characteristics of a major economy are all dominated by domestic demand and internal circulation. Vigorously boosting consumption, improving the of investment, and comprehensively expanding domestic demand are one of the key points of this year's economic work. General Secretary Xi Jinping pointed out: "Expanding domestic demand not only related to economic stability, but also to economic security. It is not a temporary measure, but a strategic move. We should speed up making up for the shortcomings of domestic, especially consumption, so that domestic demand can become the driving force and stable anchor to pull the economy." To study and implement the spirit of the Fourth Plenary Session of the20th CPC Central Committee and the spirit of General Secretary Xi Jinping's important discussions on comprehensively expanding domestic demand, we should insist on further deepening reform an all-round way, pay attention to using reform methods to solve development problems. In particular, we should take economic system reform as the traction, accelerate the cultivation of a complete demand system according to the actual situation of China's economic development, establish effective systems for expanding domestic demand, enhance consumption capacity, stimulate investment vitality, and continuously enhance the role domestic demand in pulling the economy. The construction of a super large domestic market becomes a sustainable historical process, and provides inexhaustible power for accelerating the construction of a new pattern development and promoting high-quality development.

Identify the key factors restricting economic growth
Among the "three driving forces" that drive national economic growth, domestic demand, consisting consumption and investment, is the main support and basic driving force for economic development, and is also an inevitable requirement to meet the people's growing need for a better life. At the same time, due to the long investment return period and other factors, investment growth is relatively weak. In the first three quarters of this year, the national fixed asset investment (excluding farmers) reached 37.2 trillion yuan, a year-onyear decrease of 0.5%, and private investment decreased by 3.1% year-on-year. The lack of domestic demand, especially the lack of consumption, has become the main contradiction and key factor restricting China's economic growth. 
During the 15th Five-Year Plan period, China's development will be marked by the coexistence of strategic opportunities and risks and challenges with more uncertainties and unforeseen factors emerging. Domestically, effective demand is insufficient, and there are bottlenecks in the domestic circulation. Internationally, the world is fra with changes and turmoil, and the trend of turbulence is on the rise. Unilateralism and protectionism are on the rise, and the competition among major countries is becoming more complex fierce. Against this backdrop, it has become even more important to fully expand domestic demand. Based in China and leveraging the advantages of its super large domestic market, and fully tapping into potential of domestic demand, will help to mitigate the impact of external shocks and the decline in external demand and enhance the resilience of China's economy

Unleashing the full potential of domestic demand is not only a practical requirement for comprehensively building a modern socialist country, but also an effective way to deal external shocks. Insisting on this strategic focus requires a combination of short-term policy adjustments and long-term institutional development, and the establishment of an effective mechanism to fully expand domestic and deepen economic system reform, so as to release tremendous domestic demand potential.

Adequately stimulate consumption with potential
As the ultimate demand, consumption plays a foundational role in the national economy and is an important focus forively expanding domestic demand. The key to solving the problem of insufficient consumption demand lies in enhancing consumer confidence and expectations, with the focus on improving consumption capacity and willingness. In practice efforts should continue to focus on increasing income, promoting income growth through various channels, stabilizing income through expanding employment, and ensuring income through establishing a safety net.
