The Hong Kong SAR government recently released the "Conceptual Outline of the Development Plan for the Innovation and Technology Industry in Xintian Science and Technology City" (referred to as the "Conceptual Outline"), which outlines the development vision, goals and positioning, industrial spatial layout and development model of the 210 hectare new technology land in the top-level design of the Science and Technology City. It is estimated that after the full operation of Xintian Technology City, it will contribute at least HKD 250 billion annually to Hong Kong's gross domestic product and provide over 300000 related full-time jobs. Hong Kong is focusing on building a new industrial layout of "southern finance and northern innovation and technology". The northern metropolitan area (Beidu) at the northern end borders Shenzhen, with an area and future population of about one-third of Hong Kong, and has enormous economic value and development potential. Xintian Technology City is located in the heart of the northern city, and together with the Hetao area, it will form the "Central District of the northern city". It is considered a core driving force for the development of innovation and science in Hong Kong. The "Conceptual Outline" clarifies the three major development positioning of Xintian Science and Technology City, namely providing prototype and pilot, small-scale production space, developing local high-quality innovation and technology industries, and gathering global innovation and technology resources and talents. In terms of industrial development, Xintian Technology City can provide large-scale land to support the strategic innovation and technology industry development proposed in the "Hong Kong Innovation and Technology Development Blueprint", including life and health technology, artificial intelligence and robotics, microelectronics and intelligent devices, new materials, new energy and green technology, and focus on the construction of Hong Kong's innovation and technology industry system with advanced manufacturing as the core. In terms of land layout, the new technology land in Xintian Science and Technology City will be divided and developed into three hubs and three industrial development zones, namely the Hetao hub, Zhoutou hub, and Qilin hub from north to south, as well as the development zones of life and health technology, artificial intelligence and robotics, and microelectronics and advanced industries.
