On November 24th, it was learned from the Central Air Traffic Control Office that the office has recently formulated and issued the "Functional Requirements for National, Provincial, and Municipal Low altitude Flight Comprehensive Supervision Service Platform (Version 1.0)" and "Information Exchange Specification for National, Provincial, and Municipal Low altitude Flight Comprehensive Supervision Service Platform (Version 1.0)" to strengthen and standardize the construction of low altitude management systems. According to the relevant person in charge of the Central Air Traffic Control Office, based on the above documents, the Central Air Traffic Control Office will unify the module interfaces of airspace management, flight information, flight services, etc., standardize the functional requirements of flight declaration, alarm, linkage disposal, etc., and comprehensively strengthen the dynamic supervision and service of low altitude flight activities nationwide. At the same time, organize specialized training for air traffic control coordination committees in various regions, relevant personnel from provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps to systematically enhance their planning, construction, operation, and management capabilities. The person in charge introduced that standardizing the construction of low altitude management systems requires strict risk control, integrating core functions such as low altitude air traffic control and joint supervision, improving regulatory functions such as aircraft registration, personnel qualification certification, air use approval, and electronic fences, and achieving unified management and prevention and control of manned and unmanned aerial vehicles, as well as national and civil aircraft; Adhere to the national integration, design a unified national integrated platform architecture according to the three-level concept of "national region (province) - city", and achieve "one-stop acceptance, one-stop service" and "full process supervision"; Adhere to data sharing, vertically connect national, provincial, and municipal platforms through a unified data base across departments, and horizontally connect relevant systems of departments such as cyberspace, development and reform, industry and information technology, public security, natural resources, emergency management, market supervision, meteorology, civil aviation, etc., to achieve on-demand sharing of flight information and linkage supervision of flight activities; Adhere to technological empowerment, promote the deep integration of artificial intelligence and low altitude management, enhance the capabilities of airspace planning, trajectory prediction, conflict warning, plan approval, flight deployment, etc. based on big data and big models, and expand new models of manned/unmanned aerial vehicle supervision services.
