The State Administration for Market Regulation recently guided eight mainstream online food trading platforms to jointly initiate and sign a self regulatory agreement on food safety management. A series of self regulatory measures have been introduced from the aspects of qualification review, behavior monitoring, risk investigation, and cross platform data collaboration and sharing, further consolidating the platform's main responsibility, strengthening industry self-restraint, and enhancing the level of online food safety governance. In recent years, with the rapid development of the digital economy, new formats such as takeaway ordering, live streaming sales, and community group buying have continued to emerge, profoundly changing the consumption habits of the masses. Simply tap your phone to enjoy home delivery service, and enter the live broadcast room to place orders for local specialty foods. This convenient and efficient consumption model greatly enriches the dietary choices of the people. But behind the flourishing development of new business models, there are also many hidden food safety hazards: some takeaway workshops without dine in services hide in residential buildings, operate without licenses, and have poor hygiene conditions in the kitchen; In some live streaming sales, hosts use the banner of "organic" and "pure natural" to actually sell expired food, and there are even problems such as inaccurate origin labeling. Such chaos not only infringes on consumer rights, but also affects the long-term healthy development of new business models. China has always attached great importance to ensuring food safety through the rule of law. Since the implementation of the Food Safety Law on June 1, 2009, and the addition of regulations related to online food trading during the revision in 2015, the legal system has been continuously improved. In March of this year, the Central Office and the State Council issued the "Opinions on Further Strengthening the Supervision of the Whole Chain of Food Safety", further clarifying the responsibilities of all parties involved in online food sales and promoting the formation of a social governance pattern. Various regions and departments are actively implementing relevant policies, and the overall food safety situation is stable and improving. At the same time, we must also be aware that current food safety regulation still faces new challenges. The recent report by the Law Enforcement Inspection Group of the Standing Committee of the National People's Congress on inspecting the implementation of the Food Safety Law pointed out that new forms of food safety risks continue to emerge, but regulatory measures are relatively backward, relevant regulations and measures are not matched, and consumer rights protection is facing difficulties. Therefore, promoting the transformation of regulatory methods from traditional to intelligent and achieving collaborative governance both online and offline has become an urgent need to enhance the efficiency of food safety governance. The guidance provided by the State Administration for Market Regulation to platform enterprises to initiate and sign self-discipline agreements is a strong response to the demand for regulatory transformation. The convention explicitly states that the qualification review of network operators will be strengthened through video verification, address positioning, on-site confirmation, and other methods, relying on relevant government data verification platforms; Utilizing technologies such as artificial intelligence and big data to achieve full coverage of monitoring and investigation of online food labels, user evaluations, and other related content; Collaborate to establish a cross platform "blacklist" sharing mechanism to prevent relevant entities from re entering through "changing their vests", achieving "one violation, restricted across the entire network". These measures not only reflect the ideas of technological empowerment and intelligent supervision, but also strengthen the front-end audit responsibility of the platform, which helps to curb risks from the source. The report of the Standing Committee of the National People's Congress on law enforcement inspection points out that regulatory rules should be tailored to the characteristics of different new business formats, traditional supervision should be promoted to intelligent supervision, a nationwide food business qualification data comparison mechanism should be established, and third-party platform audit responsibilities should be strengthened. This is highly in line with the spirit of the self-discipline convention, which aims to enhance regulatory efficiency through technological means while gradually forming a governance pattern that combines government supervision, platform self-discipline, and social supervision by improving the system and consolidating the responsibilities of all parties. Food safety is the foundation of people's livelihood, and safeguarding the "safety on the tip of the tongue" in the digital age is always on the way. In the face of new business models and their associated risks, only by keeping pace with the times, promoting institutional innovation, enhancing governance capabilities, synchronizing regulatory pace with business model innovation, accelerating the construction of a food safety governance system that meets the needs of the digital age, and promoting platform enterprises to transform self-discipline commitments into management effectiveness, can we tighten the responsibility chain, build a solid food safety defense line, and ensure that the people can buy and eat with peace of mind.
