The "Research Report on the Development of China's Ice and Snow Industry (2025)" recently released at the main forum of the 2025 International Winter Sports Expo shows that the scale of China's ice and snow industry will exceed one trillion yuan this year, reaching 1005.3 billion yuan. This number marks that the ice and snow economy has become an emerging force that cannot be ignored in China's economic development. How to promote the transformation of industries from high-speed growth to high-quality development has become an important issue that urgently needs to be explored. Currently, China has achieved the goal of "driving 300 million people to participate in ice and snow sports", providing a continuous source of endogenous power for industrial development. The consumer base of ice and snow sports has expanded from early professional enthusiasts and youth training groups to family and parent-child customers, silver haired individuals, and so on. To meet the needs of different groups, the market actively innovates and provides more refined and differentiated products and services. Some ski resorts have established independent children's ski areas and magic blankets, offering trendy activities such as night skiing, electronic music parties, and snow camping for young people. Zou Xinxian, Chief Expert of the Winter Olympics Culture and Ice and Snow Sports Development Research Base, stated that the supply side needs to focus on the "quality" and "quantity" of ice and snow venue facilities and the supply system of ice and snow sports products. One is to upgrade the venue facilities and promote the intelligent transformation of ice and snow venues; Secondly, establish a sound regulatory system and create a standardized and orderly market environment; The third is to innovate the product matrix and expand consumer coverage through digital technology. Since the 14th Five Year Plan, the ice and snow industry has built a full industry chain covering upstream equipment manufacturing, midstream event operation and skill training, downstream tourism and leisure, and derivative consumption. Hao Lishun, the head of the Equipment Industry Department of the Ministry of Industry and Information Technology, introduced that new technologies represented by 5G, artificial intelligence, virtual reality, etc. are becoming strong engines to promote the high-quality development of ice and snow equipment, giving birth to many new products and models, and enhancing the sports experience of ice and snow enthusiasts. In terms of venue operation, the smart snow farm management system has achieved real-time monitoring and intelligent scheduling of snow quality, cableway capacity, and pedestrian flow, greatly improving operational safety and efficiency. In terms of user experience, VR ski simulators allow people to experience skiing without leaving their homes, and smart wearable devices can monitor sports data in real-time. In the field of equipment manufacturing, the application of new materials and processes has optimized the performance of products such as skis and ice skates. Zou Xinxian stated that the ice and snow equipment industry has a vast market space, and it is necessary to vigorously cultivate independent brands with international competitiveness, increase research and development investment, encourage enterprises to cooperate with universities and research institutes, tackle key materials and core technologies, and achieve product supply chain quality improvement. China's ice and snow industry is also showing a series of new development trends, with pure ice and snow sports transitioning towards a diversified and composite experience of "ice and snow+". The combination of ice and snow tourism is becoming increasingly mature, and the supporting hotels, restaurants, commercial streets, and other facilities in ski resorts are constantly being improved; The trend of "Ice and Snow+Culture" is flourishing, with ice and snow sculptures, ice and snow performances, and ice and snow themed museums enriching the industry's connotation. Harbin Ice and Snow World, Changbai Mountain Snow Village, and other cultural IPs have become well-known both domestically and internationally. "Ice and Snow+Health" combines ice and snow sports with hot spring therapy and traditional Chinese medicine therapy to create winter health tourism products. The regional pattern characteristics of the ice and snow industry are evident. The traditional advantageous regions of Northeast and North China rely on natural snow resources and profound ice and snow culture to create world-class ski resorts. Xinjiang, relying on its unique powder snow resources, is accelerating the construction of China's "third pole of ice and snow". The southern region has effectively expanded the ice and snow market by developing indoor ski resorts and other facilities. How to avoid homogeneous competition and achieve a unified national strategy of north-south coordination and year-round operation is the key focus that needs to be paid attention to in the next step. In response to the current issue of uneven regional development, Zou Xinxian suggests that firstly, the policy system should work together, focusing on the organic unity of long-term and short-term policies, and the reasonable combination of demand and supply policies. Specifically, we need to focus on regional and resource coordination, play a game of chess for the development of the ice and snow industry, concentrate on developing advantageous areas of the ice and snow industry, and ensure the full chain development of the ice and snow industry. Secondly, we need to adapt to local conditions and leverage our respective core competitiveness. For example, the Beijing and Zhangjiakou regions should highlight the "Beijing Ice and Snow" characteristics of the Winter Olympics and actively promote the planning of new forms and models of ice and snow economy in both places.
