Taking integrated innovation as the engine and building a solid foundation for digital technology is a move in line with the trend of digital economic development, which is conducive to promoting high-quality development and has profound practical and strategic significance. The continuous development of advanced digital technologies such as 6G provides technical support for empowering the intelligent upgrading of the economy and society. The continuous penetration of digital technology into traditional industries can improve their production efficiency by increasing the speed of information flow, promoting intelligent production processes, optimizing production resource allocation, etc. This can achieve an organic combination of scientific and industrial orientation, expand new development space, cultivate new driving forces for development, and play an important role in achieving high-level technological self-reliance and self-improvement. The realization of high-level technological self-reliance and the development of new quality productivity have put forward more urgent requirements for the integration of technological innovation and industrial innovation. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed to strengthen original innovation and key core technology research, promote the deep integration of scientific and technological innovation and industrial innovation, promote the development of education, science and technology talents, and deepen the construction of a digital China. The 2024 Central Economic Work Conference has made further arrangements to promote the integrated development of scientific and technological innovation and industrial innovation, and identified "leading the development of new quality productive forces with scientific and technological innovation and building a modern industrial system" as one of the nine key tasks for 2025. The cross-border integration of technological elements is the core support for innovation supply. Currently, the cross-border integration of digital technology with the real economy and cutting-edge technology is giving rise to disruptive innovation achievements, reshaping industrial forms and development patterns. More and more industrial manufacturing enterprises are deeply integrating with independently developed large-scale models. This integration is not simply a combination of technologies, but a continuous reshaping of industrial forms and development patterns through element restructuring, process reengineering, and scenario reconstruction. In the field of manufacturing, digital technology runs through the entire chain of research and development design, production and manufacturing, warehousing and logistics, and after-sales service; In the field of agriculture, digital technology is deeply integrated with breeding, planting, processing and other links, transforming abstract digital capabilities into tangible production benefits, promoting the transformation of the industry towards high-end, intelligent and green development, and making the development pattern evolve towards a more resilient and dynamic direction. With long-term industrial accumulation, the eastern region of our country has gathered top digital technology research and development teams, dense high-tech enterprises, and a perfect innovation ecosystem; The western region has unique resource endowments, with vast land providing ample space for data center construction and abundant clean energy providing low-cost and green support for computing power operation. Cross regional collaboration in the digital industry breaks down geographical barriers, enabling precise matching and efficient linkage of resource endowments in different regions, becoming a key path to amplify innovation supply efficiency and injecting strong synergy into the rooting of digital technology. In today's era where the digital economy has become a new engine for high-quality development, the quality and efficiency of innovative supply directly determine the quality of development. For example, since the implementation of the "East Calculation West Calculation" project, the economies of scale have continuously emerged. At present, 8 hub nodes and 10 data center clusters have been formed, covering 14 provinces in the east, central and western regions, providing about 80% of the country's intelligent computing power, promoting the accelerated development of industries such as artificial intelligence, intelligent manufacturing, and remote healthcare, and driving social investment exceeding one trillion yuan. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development proposes to enhance the overall efficiency of the national innovation system, comprehensively strengthen independent innovation capabilities, seize the high ground of scientific and technological development, and continuously stimulate new quality productive forces. The current global technological competition has entered a deep water zone, no longer staying at sporadic competitions of single point technology, but rather a systematic confrontation around basic research, core technology, and industrial ecology. The continuous iteration and deep application of digital technology are injecting strong momentum into the improvement of original innovation capabilities, becoming a key support for breaking through innovation bottlenecks. For example, technologies such as artificial intelligence and big data can quickly process massive amounts of scientific research data, extract hidden patterns from complex experimental results, and provide a new perspective for theoretical exploration in fields such as fundamental physics, life sciences, and materials science; Through digital platforms, various innovative elements can be efficiently matched, promoting cross regional and interdisciplinary collaborative research as the norm; The strong penetration of digital technology has also opened up new tracks for original innovation. The deep coupling of digital technology with biotechnology, new energy technology, advanced manufacturing technology, etc. has spawned a "blue ocean of innovation" of synthetic biology, smart grid, industrial Internet, etc., which is conducive to China's seizing the commanding heights of scientific and technological development. A series of impressive data intuitively confirms the synchronous leap of China's talent advantages and innovation strength, promoting the transformation of talent advantages into development advantages. According to statistics, the total R&D investment in society will exceed 3.6 trillion yuan in 2024, an increase of 48% compared to 2020; The R&D investment intensity has reached 2.68%, exceeding the average level of EU countries; The total number of R&D personnel ranks first in the world. The national comprehensive innovation capability ranking has jumped from 14th to 10th place; The rapid rise of cutting-edge fields such as artificial intelligence, new energy, and biotechnology is forming new economic growth points.
