However, at the same time, the emergence of some inferior toys that do not meet standards and have significant hidden dangers in product quality also has a negative impact on children's healthy growth. Recently, the Ministry of Industry and Information Technology has taken the lead in revising and improving the four mandatory national standards GB 6675.1 to GB 6675.4 "Toy Safety", which were recently approved and released by the State Administration for Market Regulation (State Standards Commission). What are the new changes in key technical indicators of the four mandatory national standards for toy safety that have been revised and released? At a press conference held on November 19th, He Yaqiong, Director of the Consumer Goods Industry Department of the Ministry of Industry and Information Technology, said that this revision is based on a thorough investigation of the current technological development status of China's toy industry and benchmarking against international standards such as ISO and the European Union. It comprehensively upgrades the technical requirements and testing methods for toy product quality and safety, and enhances the binding force and applicability of mandatory national standards. In terms of preventing health damage, limit requirements for 10 types of harmful substances such as formaldehyde, total volatile organic compounds (TVOC), short chain chlorinated paraffins, and boron have been added, significantly increasing the coverage of chemical harmful substances in toy products and solving problems such as children putting them in their mouths, contaminating their arms, and harming their bodies. In terms of mechanical and physical safety, technical requirements for new products such as open flame device toys and food shaped toys have been added, and specific requirements for sub category products such as yo yo, inflatable toys, and suction cup projectiles in the original standard have been optimized to strengthen the applicability of standard technical requirements to the physical safety of toy products. In terms of fire safety, new flame retardant performance technical requirements have been added for head mounted toys such as masks, and flame retardant performance testing methods have been improved for three types of products, including toys for children such as makeup clothing and tents, as well as soft filled toys, to effectively ensure the fire safety of toy products. In 2024, the total retail sales of toys in China's domestic market will reach 97.85 billion yuan, an increase of 25.5% compared to 2020; The export value of toy products reached 39.87 billion US dollars, an increase of 19.1% compared to 2020, with over 40% of products exported to the US and EU markets. According to relevant institutions' calculations, it is expected that the total retail sales of toys in China's domestic market will exceed 100 billion yuan by 2025. ”He Yaqiong said that the newly revised standards are equivalent to the previous passing score of 60 points, which has now been raised to 90 points to be considered qualified. Regarding the issue of AI toys that is of great concern in society, He Yaqiong said that we will encourage toy companies and AI technology companies to form strong alliances, integrate market demand insights and the advantages of new technology integration applications, integrate more excellent traditional culture into toys, create more popular AI toys, lead consumer trends, and allow children to immerse themselves in AI technology and Chinese culture. At the same time, in conjunction with relevant departments, we will strengthen research and judgment, guide toy companies to strengthen technical protection, and timely study and formulate relevant standards to effectively ensure the quality and safety of AI toys and data privacy security. Miao Yuchen, Deputy Director of the Quality Supervision Department of the State Administration for Market Regulation, said that since the beginning of this year, market supervision departments in various regions have supervised and inspected 18000 batches of toys and other children's products, inspected more than 70000 production and sales enterprises of children's products, and found and urged nearly 2000 enterprises to rectify problems. Next, the State Administration for Market Regulation will strengthen the supervision of toy product quality and safety in accordance with the mandatory national standards of GB 6675 "Toy Safety" series, continue to deepen the three-year action plan for safeguarding the safety of children's and student products, and strive to achieve effective governance of quality and safety hazards and significant improvement in safety levels of children's and student products by 2027. Feng Haicang, a first level inspector of the Consumer Goods Industry Department of the Ministry of Industry and Information Technology, said that China is both a major producer and exporter of toys, and standards play a key role in promoting foreign trade. At present, a new version of the ISO toy international standard has been released.
