Recently, two village officials in Tangtian Town, Guichi District, Chizhou City, Anhui Province, were given a warning and disciplinary action within the party for lax supervision and dereliction of duty in the review and reporting of subsidies for farmland fertility protection. The problem clues of the case are derived from the abnormal information discovered by the Guichi District Commission for Discipline Inspection and Supervision through the analysis and comparison of big data supervision models. The subsidy projects for benefiting the people and agriculture are complex, with a large amount of funds and involving multiple departments. The Discipline Inspection and Supervision Commission of Guichi District has broken down departmental data barriers, strengthened cooperation and linkage with civil affairs, agriculture and rural areas, human resources and social security departments, comprehensively collected funding data such as elderly allowances and land fertility protection subsidies, and constructed 18 big data supervision models for benefiting the people and agriculture funds. Through big data collision and comparison, abnormal situations can be warned in a timely manner. In order to improve the quality and efficiency of early warning information disposal, the Discipline Inspection and Supervision Commission of the district has implemented a synchronous verification and cooperation mechanism between the business supervisory department and the town (street). The relevant discipline inspection and supervision office will review and control the verification results of the business supervisory department to ensure that each early warning information is disposed of in a standardized manner. The disciplinary commission and supervisory commission of the district will conduct in-depth investigations into the problem clues found during the verification, and seriously deal with behaviors that infringe on the interests of the masses, such as interception, embezzlement, false reporting, and favoritism. At present, more than 260 problem clues have been sorted out through big data supervision, 204 people have been punished, and more than 560000 yuan of illegally distributed funds have been recovered. While strengthening the investigation and handling of cases, the Discipline Inspection and Supervision Commission of Guichi District focuses on addressing both the symptoms and root causes, and deeply analyzes the risks, hidden dangers, and institutional loopholes in the supervision and distribution of funds for the benefit of the people and agriculture. By improving the linkage mechanism between departments and groups, and issuing disciplinary inspection and supervision proposals, holding special promotion meetings, etc., we urge industry regulatory departments to carry out rectification, promote the establishment of rules and regulations, and draw lessons from others.
