In order to standardize the construction and operation maintenance of satellite navigation and positioning reference stations, promote the orderly development of the satellite navigation and positioning industry, and maintain national geographic information security, the Ministry of Natural Resources announced the "Management Measures for Satellite Navigation and Positioning Reference Stations" (hereinafter referred to as the "Measures") on the 18th, which will come into effect on January 1, 2026. Satellite navigation and positioning reference stations (hereinafter referred to as "reference stations") are important national space infrastructure and key supporting facilities for the implementation and application of the Beidou satellite navigation system. They not only play an important role in maintaining national surveying and mapping standards, improving Beidou high-precision positioning capabilities, and promoting Beidou industry development, but are also widely used in fields such as autonomous driving, disaster monitoring, urban construction, and low altitude economy. Meanwhile, the construction and operation maintenance of benchmark stations belong to surveying and mapping activities, which are related to national geographic information security and are important contents of surveying and mapping management. The head of the relevant department of the Ministry of Natural Resources stated that in recent years, the demand for benchmark station applications has been constantly emerging, and the application scenarios have also been expanding. The number of relevant sites in our country has increased from over 4000 in 2015 to more than 33000 now. The main construction entities have shifted from natural resource management departments to commercial operators, and the service mode has shifted from providing surveying and mapping benchmark services to emphasizing both surveying and mapping benchmark services and socialized location services. The application objects have expanded from surveying and mapping activities to various industries such as transportation, agriculture, mass consumption, and low altitude economy. With the vigorous development of benchmark station construction and application, problems such as redundant construction, insufficient data sharing and utilization, non-standard filing, and potential risks to data security have gradually emerged. At the same time, the construction of digital China and the development of digital economy have put forward new and higher requirements for new infrastructure such as spatiotemporal information and positioning and navigation services. Therefore, it is urgent to formulate departmental regulations, refine the relevant provisions of the Surveying and Mapping Law, and carry out unified and standardized management of the construction, operation, and maintenance of national benchmark stations throughout the entire chain. The above-mentioned person in charge stated that in order to adapt to the significant changes in the construction and service of benchmark stations, this "Measures" have been formulated to unify and standardize the management of the entire chain of construction, operation, and maintenance of benchmark stations nationwide. From the perspective of overall management of the entire chain and link, a systematic review has been conducted on the management principles, regulatory responsibilities, layout planning, construction conditions, filing requirements, operation and maintenance, classified services, data management, supervision and inspection, and legal responsibilities of benchmark stations to ensure that the construction, operation and maintenance, and related data management of benchmark stations are incorporated into the legal track. Develop a unified national layout plan for benchmark station construction, guide the rational layout of benchmark station construction, and avoid duplicate and disorderly construction. ”The person in charge mentioned above said. The Measures stipulate that the construction, operation, and maintenance of satellite navigation and positioning reference stations shall be subject to unified planning, standards, and supervision, based on the principles of "reasonable layout, legal filing, resource sharing, and ensuring safety", and must comply with relevant national laws, regulations, technical specifications, and standards. The construction of benchmark stations should comply with national spatial planning and be included in the national spatial planning implementation supervision information system. Before construction, the construction unit shall evaluate the observation environment, geological structure, safety protection and other conditions; For those who need to handle land use procedures, they should follow the relevant laws and regulations on land management. At the same time, the Measures have refined the relevant regulations on the registration of benchmark stations, requiring that when the construction of satellite navigation positioning benchmark stations begins, the construction unit shall register with the natural resources department of the local province, autonomous region, or municipality directly under the Central Government; If multiple satellite navigation and positioning reference stations are constructed and span two or more provincial administrative regions, they shall be registered with the Ministry of Natural Resources; If the recorded information involves state secrets, it shall be submitted in accordance with the requirements of classified information management. In addition, the Measures specify that the data of satellite navigation and positioning reference stations shall be classified and managed, and stipulate the data security and confidentiality responsibilities that construction units, operation and maintenance units, and units using satellite navigation and positioning reference station data shall bear in accordance with the law. The above-mentioned units are required to establish a data security guarantee system, take corresponding technical measures, confidentiality measures, etc. in accordance with the law, and provide full process data security protection for the data collected, stored, used, processed, transmitted, and provided. Construction units and operation and maintenance units should also regularly conduct risk assessments on data security, and provide confidential data in accordance with relevant regulations on the management of confidential surveying and mapping results. To promote the sharing and utilization of data resources, the construction unit may carry out activities such as registration of data property rights and circulation transactions related to satellite navigation and positioning reference stations in accordance with relevant national regulations.
