Profoundly grasping the significant significance of China's active expansion of imports

2025-11-18

Adherence to open cooperation and mutually beneficial win-win is the inevitable requirement of Chinese-style modernization. Since 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has unswervingly expanded opening-up to outside world, implemented a more proactive strategy of opening-up, and attached greater importance to the role of imports. It has also resolutely implemented the strategy of expanding imports. Such measures as relaxing market access on a large scale, creating a more attractive investment environment, strengthening intellectual property protection, and proactively expanding imports have been implemented successively. The influence of platforms such as the China International Import Expo has been continuously enhanced, and the trend of coordinated development of imports and exports, trade in goods and services, bilateral trade and two-way, and trade and industry has become increasingly consolidated.
The CIIE is the world's first national-level exhibition focused on imports. Holding the CIIE is important measure for China to open its market to the world on its own initiative. The recently concluded eighth CIIE, which was the first major economic diplomatic event held after the successful convening of the Fourth Plenary Session of the 20th CPC Central Committee, has sent a strong signal that China adheres to open cooperation and mutually beneficial win-. China has become the first major developing country and the world's major economy to take the initiative to unilaterally expand market opening-up. This has not only provided for China's economic development but has also expanded the space for world economic growth. As General Secretary Xi Jinping emphasized, "China's initiative to expand imports is not a measure, but a long-term consideration for promoting common development by facing the world and the future."

The "Decision of the Central Committee of the Communist Party of on Further Deepening Reform in an All-round Way and Advancing Chinese-style Modernization" proposes to "expand autonomous opening-up, orderly expand the opening-up China's commodity market, service market, capital market, and labor market, and expand unilateral opening-up to the least developed countries", which reflects the new requirements for high-level opening-up under the new situation. On the one hand, autonomous opening-up places more emphasis on "initiative", which is opening-up based China's own development needs, and it is a proactive opening-up with a rhythm, scope, and level. On the other hand, autonomous opening-up also emphasizes "operation". While meeting its own needs, it also takes into account the benign interaction with the world, achieving mutual benefit, win-win, and common development. Actively expanding is precisely an important part of China's efforts to expand autonomous opening-up.

It is a necessary choice to actively expand imports in accordance with the economic development law and a pragmatic measure to meet the needs of own development. This will more efficiently achieve the connection of domestic and foreign markets and the sharing of factors and resources. Importing can not only drive the interaction of domestic and foreign markets resources, but also make the international factors and resources better serve China's industrial transformation and upgrading, and alleviate the domestic supply shortage of some consumer goods, making the international consumer better meet the needs of China's consumption upgrading. Promoting the interaction of domestic and international resources, optimizing the allocation of factors, can further enhance the endogenous driving force and of the domestic large cycle, effectively respond to external risks and challenges, and enhance the resilience of economic development.
At the same time, China has a series of significant advantages expanding imports. Market is the most scarce resource. Based on a population of more than 1.4 billion and a middle-income group of more than 400 million China's super-large market advantage is becoming increasingly apparent with nearly 50 trillion yuan of consumption and more than 20 trillion yuan of imports per year. super-large market has generated a strong demand for imports, including not only the import demand for productive materials such as resources and energy, important equipment, and key components, but also import demand for productive services such as R&D and design, energy conservation and environmental protection, and environmental services, as well as the import demand for consumer goods such as high- science and technology products, quality life products, and food. China has been the second largest import market in the world for 16 consecutive years, and the import of goods services in the "14th Five-Year Plan" period will exceed 15 trillion US dollars. At the same time, China's advantages of complete industrial system and talent resources are obvious, and new technologies, new formats, and new models can rapidly iterate and upgrade in the industrial chain and broad market, and better play the complementary, competitive, demonstration effects of the import of high-quality goods and services.
At the same time, China's expansion of market opening can promote cooperation and win-win through openingup, and promote the common opening-up of the world with its own opening-up.
