On November 17th, the National Development and Reform Commission announced that it has recently issued the "Opinions on Accelerating the Construction of Modern State owned Forest Farms" in conjunction with the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Natural Resources, the Ministry of Transport, and the National Forestry and Grassland Administration. The aim is to further consolidate the achievements of state-owned forest farm reform, accelerate the modernization of state-owned forest farms, and clarify the development direction, main goals, and key tasks of modern state-owned forest farms. The spokesperson of the National Development and Reform Commission introduced that the opinions clearly put forward the construction of four major systems. One is to comprehensively build a modern ecological protection system, propose important measures such as clarifying the management system of forest resources, improving ecological protection management capabilities, and promoting the improvement and efficiency of forest and grassland resources. The second is to vigorously develop a modern characteristic industrial system, clarify relevant policies such as deep service ecological engineering construction, tapping the development potential of characteristic industries, and driving the development of surrounding industrial clusters. The third is to accelerate the upgrading of the modern technology and equipment system, deploying specific tasks such as promoting the upgrading and replacement of applicable equipment, creating technology innovation practice bases, and accelerating the filling of infrastructure gaps. The fourth is to explore and improve the modern management system, refine the classification and improve the forest management system, accelerate the improvement of the talent training system, encourage the establishment of distribution and incentive mechanisms, and other specific requirements. Regarding the development model of innovative industries, opinions support state-owned forest farms to be commissioned by local governments as the main construction and later management entities of key ecological projects such as the "Three North", encourage the development of socialized forest and grass services, and promote the development of related ecological industries and formats. Through cooperation between farms and villages, moderate scale operation of collective forest land can be promoted. Regarding the cultivation and development of new quality productivity in the forestry and grassland industry, the opinions promote state-owned forest farms to strengthen modern field operation equipment, promote deep processing equipment, and promote the application of new technologies such as the Internet of Things, big data, artificial intelligence, and new scenarios in low altitude economy.
