Recently, a warm-hearted citizen in Shenzhen, Guangdong, became popular because of his enthusiasm for nitpicking urban life. Netizens jokingly referred to him as the "Director of the Multi Management Bureau". For over two years, this citizen has been reporting various municipal issues such as loose bricks and dangerous manhole covers through the internet. It is gratifying that the problems reflected by it quickly attracted the attention of relevant departments, and "each item has been implemented and 'rectified in seconds' every time". Such enthusiastic citizens are not uncommon. A citizen from Fuzhou, Fujian also reported safety hazards in road facilities through online platforms and received effective solutions. Efficiently completing the closed-loop process from the people's call to the government's response, providing a dynamic and optimized social foundation for urban governance, demonstrates the government's respect for public opinion, and also provides a vivid footnote to the entire process of people's democracy. The "15th Five Year Plan" proposal passed at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposes to give full play to the main role of the people and guide all parties to participate in social governance in an orderly manner. A city is a city for the people, and the people are the main participants in urban governance, as well as the main body for evaluating and supervising governance effectiveness. One suggestion after another, feedback after another, to promote the resolution of urgent and difficult concerns around the masses, making everyone realize that participating in urban governance is a perceptible and communicable behavior, and everyone can contribute to urban construction. A city that can make quick changes by listening to advice can continuously enhance the sense of gain, happiness, and security of the people. This kind of positive interaction makes urban governance both efficient and warm. Many netizens have given Shenzhen a thumbs up, saying, 'It's mainly about listening to advice.'. Originally, a platform focused on livelihood issues was established in the local area, forming a closed-loop mechanism of content verification, proactive filing, tracking and supervision, and promoting the shift of livelihood demands from "passive response" to "proactive attack". This two-way approach of finding faults and providing feedback is a form of respect and motivation for citizens, which helps to stimulate their enthusiasm for participating in social governance and make cities more livable and beautiful. The Central Urban Work Conference proposed to adhere to the principle of people's cities being built by the people and people's cities serving the people. There are many and complex tasks in urban governance, and the government alone cannot do them well. It is necessary to fully leverage the roles of all sectors of society and stimulate the vitality of the entire society. Co construction enables sharing, and the process of co construction is also a process of sharing. The development of information technology has effectively lowered the threshold for citizens to participate in and supervise public affairs. A mobile phone and a video can supplement and expand existing channels for government feedback and information disclosure. We should encourage grassroots social workers such as community grid workers, as well as new employment groups such as couriers and ride hailing drivers, to participate in urban governance, and bring hidden dangers and pain points scattered on the streets into the spotlight of urban governance, in order to stimulate and enhance governance efficiency. People praising the "Director of the Multi Bureau" is actually praising the execution ability of functional departments. Functional departments should pay more attention to and ask more questions about "firewood, rice, oil, and salt", respond efficiently to the demands of the masses, and be cautious of shirking responsibilities and delaying decisions based on the opinions of the masses. When more citizens step forward and hold "tape measures" to measure the details of the city, while more departments maintain an attitude of "listening to advice" and treat the "key small matters" of the masses as "top priorities", urban governance will be more transparent and credible. The efforts of accumulation are invincible; Whatever the wisdom of the masses does, nothing can be accomplished. The refinement of urban governance has no "end". When urban governance can be improved through a video or a comment, and when every "multi bureau director" becomes the "master" of the city, governance is no longer a one-way management, but a two-way interaction of co construction, co governance, and sharing. We look forward to more opinions and suggestions from the heads of multiple bureaus being transformed into effective measures by functional departments to improve the accuracy and warmth of urban governance, and make cities more high-quality.
