The construction of a beautiful China cannot be separated from the important role of green technology innovation in solving environmental problems and improving governance efficiency. Green technology refers to emerging technologies that reduce consumption, pollution, improve ecology, promote ecological civilization construction, and achieve harmonious coexistence between humans and nature. It includes energy conservation and environmental protection, clean production, clean energy, ecological protection and restoration, urban and rural green infrastructure, ecological agriculture, and other fields, covering product design, production, consumption, recycling, and other aspects. In recent years, green technology innovation has shown obvious characteristics of interdisciplinary and technological integration. With the rapid development of emerging technologies represented by artificial intelligence, digital technology, biotechnology, new materials, new energy, etc., interdisciplinary intersection and innovation have significantly promoted the development of the environmental protection industry, further driving the acceleration of industrial restructuring and layout. The environmental protection industry is gradually achieving full chain coverage in areas such as pollution control, resource utilization, energy conservation and carbon reduction, and the market for green and low-carbon products and services is rapidly expanding. Taking ecological environment monitoring as an example, with the comprehensive digital transformation and upgrading, a new generation of monitoring network that integrates "sky, earth, and sea" perception, intelligence, and efficiency has been formed. Throughout the world, some developed countries have significant advantages in the field of green technology innovation. The EU promotes green technology innovation through rigorous standards and regulations, continuously achieving breakthroughs in carbon neutrality and clean energy technologies, resource recycling, and environmentally friendly technologies that are economically efficient. Compared with it, China's green technology innovation has the dual advantages of being driven by national strategic top-level and being driven by a super large scale market. China has the world's most complete industrial categories and a huge domestic demand market, providing a testing ground and application ecosystem for the rapid iteration, industrialization amplification, and cost control of green technologies. Our country's development path focuses more on integrating with major national strategies such as energy security, industrial upgrading, and the "dual carbon" goal. In areas with global influence such as energy structure transformation, industrial energy conservation and emission reduction, and traditional industry upgrading, we have demonstrated excellent system integration capabilities and economies of scale. It should also be noted that in terms of system collaboration, the current green technology innovation forces are still relatively scattered, and there is a lack of efficient and deep linkage mechanisms between industry, academia, research and application, which hinders efficiency due to insufficient synergy. In terms of technological research and development, there are still bottleneck risks in key areas such as high-end equipment and instruments, high-performance materials, pollution reduction and carbon sequestration, multi pollutant collaborative emission reduction, and new pollutant treatment. In terms of achievement transformation, due to factors such as economic benefits, R&D investment, and profit cycles, environmental protection equipment and technology lack the momentum for engineering, productization, and industrialization transformation. At the level of technological application, the dominant position of enterprises in environmental protection technology innovation has not been fully demonstrated, resulting in a disconnect between research and development and the market, and some innovative achievements are not grounded and difficult to promote. Facing the future, in order to more efficiently play the core role of green technology innovation, it is necessary to work together from multiple dimensions. Create an open and inclusive innovation ecosystem, and improve the institutional guarantee of environmental protection technology. Accelerate the establishment of a cross departmental coordination mechanism, coordinate the forces of science and technology, finance and taxation, finance, education, and other parties, form an ecological environment technology development plan, establish a comprehensive and full process policy system support for ecological environment technology investment and financing, tax support, achievement transformation, technology evaluation, and model promotion, give full play to the consulting role of experts in planning and policies, and cultivate and forge innovative technology forces to meet future challenges through a system integrated and dynamic national innovation policy system. Facing the main battlefield of environmental protection technology innovation, gather strength to break down technological barriers. Focusing on the strategic, fundamental, and forward-looking major scientific issues, common key technologies, and product research and development related to green and low-carbon technology self-reliance and ecological security, we will fully leverage the advantages of the new national system, continue to focus on the "dual carbon" goals and the main battlefield of ecological civilization through key research and development plans and special projects, systematically promote key technology breakthroughs, and promote the rapid growth of new formats such as green manufacturing, green energy, and green services. Promote risk sharing and benefit sharing, and bridge the "last mile" of technological transformation. Promote the improvement of policy mechanisms that support basic research talents to devote themselves to research, and establish fault-tolerant mechanisms that encourage innovation and tolerate failure. Accelerate the cultivation and creation of world-class scientific and technological journals in the field of ecological environment. Make good use of inclusive policy support such as the first major technological equipment and the first batch of new material applications to improve the efficiency of technology transformation. Build a collaborative pattern of innovation across the entire chain, focus on demand and carry out technological breakthroughs. Encourage and support enterprises to take the lead in establishing collaborative innovation organizations such as technology innovation consortia, upstream and downstream enterprise communities, and technology alliances in the field of ecological environment, guided by the forefront and market. Enterprises should drive universities and research institutions to jointly conduct industry direction research and judgment, achieve efficient coupling between green innovation chains, capital chains, and talent chains, and improve resource allocation efficiency and technological transformation efficiency.
