This will become an important policy lever to solve the problem of transforming scientific and technological achievements and accelerate the cultivation of new quality productivity, which has significant and far-reaching significance for building a modern industrial system and promoting high-quality development. To provide support for the development of new quality productivity, one is to build a "scenario driven" innovation paradigm and reshape the path of technological achievement transformation. Traditional technology transformation often follows a linear pattern of research and development followed by transformation. This model has played an important role in the past, but it is also easy to lead to the disconnection between R&D and application, resulting in a large number of cutting-edge technologies remaining in the sample and exhibition stage. The Opinion breaks through this limitation and proposes and systematically constructs a scenario driven innovation paradigm, emphasizing that starting from real and urgent market demands and comprehensive and specific application scenarios, the reverse traction technology research and development direction adjustment and iteration speed are accelerated, achieving a virtuous cycle of demand driven innovation and innovation meeting demand, and providing more efficient innovation mode support for the development of new quality productivity. The second is to create a "comprehensive experimental field" and build a bridge for the industrialization of innovative achievements. Many cutting-edge technologies with disruptive potential, such as artificial intelligence models and next-generation energy storage technologies, often perform outstandingly in controlled laboratory environments, but their ultimate value realization must go through a rigorous test from ideal environments to complex realities. The Opinion turns the scenario into an indispensable comprehensive experimental field for cutting-edge technology, becoming a comprehensive verification platform that integrates technology verification, market cultivation, institutional improvement, and standard specifications, helping innovative technologies make a crucial leap from scientific research achievements to market products. The third is to promote the aggregation of innovative elements and create an integrated ecosystem of open innovation. The Opinion plays a key role as both an aggregator and a guide. On the one hand, the Opinion proposes to accelerate the cultivation of new fields and application scenarios such as digital economy and artificial intelligence, guide high-end innovation elements such as talent, capital, and data, and efficiently cluster them into strategic emerging industries and future industries with global and leading significance, accelerating the formation of new quality productivity; On the other hand, the "Opinions" fully leverage the advantages of China's super large market and rich application scenarios, focusing on creating 22 types of cross fusion comprehensive scenarios, effectively promoting cross regional, cross domain, and cross subject technology integration and industrial cooperation, and creating a resilient and dynamic innovation ecosystem. Strengthening the layout of new fields and tracks to accelerate the implementation of the requirements of cultivating new quality productivity and promoting high-quality development, the "Opinions" propose to create a number of application scenarios around strategic emerging industries and future industries such as digital economy, artificial intelligence, unmanned space systems, biotechnology, clean energy, and ocean development. Through these global and leading key tracks, we can achieve the goal of "leading the way with points" and build a modern industrial system backbone for the future. This mainly reflects the following characteristics: firstly, we adhere to strategic guidance and serve the core interests of national development. The areas focused on in the Opinion are closely aligned with major national strategies, becoming the main battlefield for achieving high-level technological self-reliance and ensuring the security and resilience of industrial and supply chains. Strengthening the cultivation and opening up of digital economy scenarios, directly responding to the "Digital Power" strategy, is a core measure to build an independent and controllable technology ecosystem, safeguard national digital sovereignty and security; The scene layout in the field of clean energy directly serves the "dual carbon" goal and is an inevitable requirement for accelerating the comprehensive green transformation of economic and social development; The field of ocean development is in line with China's strategic needs to build a maritime power. The second is to highlight the universality and fusion of technology, and to stimulate the effects of "fission" and "fusion". The new fields focused on in the Opinion often have strong universality in their underlying technologies, which can penetrate horizontally into various industries and trigger explosive innovation. The fourth is to focus on the huge growth potential in the future and shape long-term competitive advantages. The Opinion prospectively lays out future industries that may be in their infancy or cultivation stage, but represent the forefront of technological development, have disruptive potential, and huge market space. With continuous technological breakthroughs, these industries are expected to become trillion level industries in the future and become new engines of economic growth. For example, in the field of biotechnology, by opening up the application scenarios of using biobased materials to replace chemical raw materials and encouraging the efficient synthesis of chemicals, biodegradable plastics, etc. using engineered microorganisms, this not only provides a path for green transformation, but also has the potential to reshape the traditional chemical industry pattern. Accelerating the cultivation and opening up of implementation scenarios for the 'Opinions' involves multiple parties and links, and must adhere to a systematic approach and collaborative promotion. The Opinion proposes specific measures to promote scene opening and configuration from four levels: scene opening, resource allocation, element reform, and institutional experimentation. It also proposes specific paths to enhance the ability to guarantee application scenarios from the aspects of strengthening policy guarantees and improving management systems. Specific requirements are put forward for organizational implementation from the aspects of strengthening demonstration guidance, overall coordination, project list, publicity and promotion. To accelerate the implementation of the requirements of the Opinion and fully leverage the driving role of scenarios in cultivating new quality productivity, it is recommended to focus on the following three aspects. One is to strengthen overall planning and layout, balancing efficiency and fairness. Promote the combination of various planning and scenario cultivation and openness, prevent redundant construction on the basis of moderate competition, and avoid "rushing forward" and internal competition. To promote the synergy between policies and scenarios, we need to better leverage the supportive role of innovation support policies in fostering and opening up scenarios. Promote the adaptation of market rules and scenarios, with a focus on improving resource allocation rules and matching methods, prohibiting violations and restrictions, and leveraging the role of credit systems. Emphasize the integration of reform and innovation with scenario cultivation and opening up, pay attention to scenario classification and subject promotion, fully leverage the role of scenario policy tools, and promote different subjects to adapt to local conditions and industries in opening up and cultivating scenarios. Accelerating the cultivation, opening up, and large-scale application of new scenarios is a strategic pivot for developing new quality productivity and winning the initiative for future development.
