The "Implementation Opinions on Expanding Green Trade" recently issued by the Ministry of Commerce fully reflects the distinctive characteristics of innovation led development, while adhering to problem oriented approach, accurately focusing on the weak links in China's green trade development, and formulating targeted measures. Green and low-carbon products have become a new driving force for the development of foreign trade. International organizations predict that by 2030, the global market size for products and technologies such as electric vehicles, solar energy, and wind energy will reach $2.1 trillion, with broad market prospects. Recently, with the approval of the State Council, the Ministry of Commerce issued the "Implementation Opinions on Expanding Green Trade" (hereinafter referred to as the "Implementation Opinions"). As the first special policy document in the field of green trade, the Implementation Opinions fully reflect the distinctive characteristics of innovation leadership, while adhering to a problem oriented approach and accurately focusing on the weak links in the development of green trade in China, such as the shortcomings in the green and low-carbon development capabilities of enterprises, the need to tap into the carbon reduction potential of logistics links, and the incomplete support and guarantee system. Targeted measures have been formulated. In recent years, China's foreign trade has accelerated its "green" development pace, and green and low-carbon products have become a new driving force for foreign trade development. The export performance of China's green and low-carbon related products is impressive. According to data disclosed by the Ministry of Commerce, the growth rate of wind turbines and components in China exceeded 30% in the first three quarters of this year; The export value of photovoltaic products has exceeded 200 billion yuan for four consecutive years; The export volume of electric vehicles exceeded 2 million units for the first time last year; The export of green transportation vehicles such as railway electric locomotives, electric motorcycles, and bicycles has also maintained strong growth. It is worth mentioning that green products such as energy-saving and environmentally friendly household appliances, recycled fiber textiles and clothing in China are widely popular in the international market. All of these indicate that green trade provides important support for stabilizing the scale and optimizing the structure of China's foreign trade. The Implementation Opinions propose to strengthen international exchanges and cooperation. The current green transformation is an important development trend and growth engine of the world economy, as well as an emerging area of cooperation that is highly concerned by the international community. However, it also faces challenges from unilateralism and protectionism. In this context, China has always adhered to an open and cooperative attitude, actively participated in global green governance, and focused on three aspects to create a favorable international environment for the development of green trade. In terms of deep participation in global governance of green trade, China will actively participate in discussions on green development related issues at important international occasions such as the G20, BRICS, APEC, and the United Nations Conference on Trade and Development, and proactively share China's practices and solutions. For example, the "International Economic and Trade Cooperation Framework Initiative for Digital Economy and Green Development" proposed by China has received strong responses from over 50 economic entities and has become a widely popular public good. At the same time, China has effectively fulfilled its tariff reduction commitments in the APEC Environmental Products List, and the tariffs on products on the list have been reduced to below 5% as scheduled. In terms of continuously improving the "green content" of the high standard free trade zone network, China has promoted the inclusion of relevant content on trade and environment in the signed free trade agreements. For example, in the recently signed China ASEAN Free Trade Area 3.0 Upgrade Protocol, a special chapter on green economy was established and green trade was listed as a priority area for cooperation. In addition, in the free trade agreements or upgraded negotiations with Switzerland, South Korea, and Peru, environmental protection, green industry cooperation, and other aspects are included. In terms of deepening domestic reforms and aligning with international green standards, China will conduct serious research on international standards and economic and trade rules, and continue to align with them, promoting further reforms in environmental standards and other fields, and promoting the green transformation and upgrading of domestic industries. The relevant person in charge of the Ministry of Commerce stated, "We will continue to promote free trade negotiations, vigorously promote two-way market opening, reduce non-tariff barriers, enhance the level of rule commitments, promote cooperation in standards and qualification assessment, and create a fair, transparent, and predictable market environment for enterprises." In the face of the current situation of various green standards emerging in the international market, how can China accelerate the construction of a green and low-carbon product standard system that is in line with international standards and in line with China's national conditions? In response, Guo Huanxin, Director of the Metrology Department of the State Administration for Market Regulation, said, "During the 14th Five Year Plan period, the State Administration for Market Regulation will strengthen the formulation and implementation of trade facilitation standards, fully leveraging the technical support role of standards for high-quality economic and social development." In 2022, the State Administration for Market Regulation, together with the National Development and Reform Commission, the Ministry of Ecology and Environment, and other departments, jointly released China's first carbon peak and carbon neutrality standard system, providing top-level guidance for promoting the revision of green and low-carbon standards in various fields. For example, in terms of carbon emission management, 49 national standards for greenhouse gas emissions accounting in key industries have been released, covering industries with high carbon emission intensity such as steel, non-ferrous metals, and electricity comprehensively, solving the problem of "how to calculate and calculate accurately". Thirteen national standards for product carbon footprint have been issued for plastic, electrolytic aluminum, furniture and other products with large trade volume and wide impact, providing technical support for China's product carbon footprint management system. At the same time, China is actively transforming international standards. According to the relevant rules of the World Trade Organization and the International Organization for Standardization, the State Administration for Market Regulation has revised and released the "Measures for the Administration of the Use of International Standards", highlighting the orientation of "precise standard adoption" and "efficient transformation", and accelerating the integration of domestic and foreign trade development. This method has been officially implemented since June 1st this year, shortening the international standard conversion time by nearly 6 months. Through comparative analysis of international standards in areas such as carbon emissions, carbon accounting, carbon footprint, and carbon capture, China has converted and adopted 410 relevant international standards. As of the end of September 2025, the overall conversion rate of international standards in China has reached 86%, achieving the 2025 work goals proposed in the National Standardization Development Outline and providing strong support for China's green and low-carbon development. In addition, China has increased its participation in international standardization, fully utilized the multilateral and bilateral cooperation mechanisms between China and foreign countries, and promoted mutual recognition and cooperation in standards such as carbon information disclosure and carbon emission monitoring. China actively participates in the activities of the International Organization for Standardization Climate Change Coordination Committee and the Environmental and Social Governance Coordination Committee, and promotes the development of the International Electrotechnical Commission's roadmap for new power system standards. We will strengthen exchanges and cooperation with the countries that jointly build the "the Belt and Road" and the BRICS countries, and work together to promote the formulation of relevant international standards and promote the coordination and docking of Chinese and foreign standards around green and low-carbon fields such as new energy vehicles, circular economy, and green buildings. During the 14th Five Year Plan period, China took the lead in proposing 442 international standards and revising 342 international standards in the field of green and low-carbon development, making positive contributions to promoting the achievement of the United Nations Sustainable Development Goals. Assisting enterprises to embark on green transformation with light equipment often comes with certain costs, which poses significant challenges to the vast number of small and medium-sized enterprises. In the process of promoting the green and low-carbon transformation of foreign trade, some small and medium-sized enterprises are facing the practical dilemma of "where to turn and how to turn". What are the measures taken by the Ministry of Commerce to assist small and medium-sized enterprises in carrying light and avoiding being eliminated by the "green wave"? The relevant person in charge of the Ministry of Commerce stated, "One of our current work priorities is to help enterprises clear these obstacles and enhance their green competitiveness. Recently, we have carried out a series of work and achieved some positive results, which can be summarized into three aspects. The first is to provide excellent services and strengthen the capacity building of foreign trade enterprises. The person in charge said, "We have observed that foreign trade enterprises currently have strong demands for improving their awareness and capabilities of green development. Therefore, we continuously optimize public services, help enterprises enhance their awareness of green development, and improve their ability to reduce carbon emissions and transform. Since last year, we have held six sessions of green trade training on topics such as green low-carbon rules, product carbon footprint accounting, and green certificate green electricity trading, covering more than 30000 enterprises online and offline. We have also built a green trade public service platform, organized experts to compile and distribute the" Green and Low Carbon Development Knowledge Handbook for Foreign Trade Enterprises ", and interpreted green and low-carbon related policies and rules with popular language and real cases, so that enterprises can have a clear understanding of international market demand. The second is to" build a platform. Assist foreign trade enterprises in expanding their international markets. Since the beginning of this year, the Ministry of Commerce has focused on the theme of green and low-carbon, and has successfully held more than 10 trade promotion activities both domestically and internationally, covering multiple industries such as new energy products, green home appliances, green home furnishings, and sustainable fuels. It has attracted buyers from more than 40 countries and regions around the world to actively connect, achieving an intended transaction volume of nearly 50 billion yuan. The Ministry of Commerce also promotes conditional exhibitions, especially major exhibitions, by setting up dedicated green and low-carbon exhibition areas, organizing related themed activities, and helping enterprises expand their green and low-carbon international markets. The third is to "establish exemplary models" and promote advanced experiences. Chinese foreign trade enterprises actively respond to international market demand and have accumulated many good experiences and practices in green and low-carbon development. The Ministry of Commerce has selected and released the first batch of 31 best practice cases for green trade nationwide. This includes the practice of furniture companies using environmentally friendly materials to open up the international high-end market, the experience of clothing companies achieving dual goals of emission reduction and cost reduction through improved processes, and the innovative approach of steel companies using green electricity to produce low-carbon steel. These practical experiences are helpful for small and medium-sized enterprises to learn from each other, complement each other's strengths and weaknesses. Next, we will continue to pay attention to the practical difficulties faced by small and medium-sized foreign trade enterprises in green and low-carbon development, continuously optimize public services, and help more small and medium-sized enterprises enhance their green development capabilities and international competitiveness. ”The person in charge said.
