Fundamentally, the transformation of the modern world is not only material, but also conceptual, value based, and meaningful. Therefore, it always makes people feel a kind of unpredictable restlessness, which cannot produce the consistent order stability of the traditional era. In the process of Chinese path to modernization, we will inevitably encounter the realistic problems of material and conceptual value transformation. The development process of modern cities has gathered more modern human and resource resources, with the goal of promoting a transformation of the existing state, that is, to promote the practical and orderly development of various forms of modern transformation in urban society. It is obvious that the modern world of the "Great Divergence" is based on the enlightenment of modern Western scientific rationality, new developments and new shapes in the form of social order. Especially the strong promotion of institutional arrangements has brought about many fundamental changes in lifestyle and values, which have affected various lagging cultural transformations that later attempted to catch up. In this sense, the new development of modern science and technological rationality based on a global significance that has existed since the Enlightenment era is not only enormous, but also inevitable for human beings to drive social and cultural transformation. So any country or region that attempts to pursue modernization as a consensus goal cannot avoid the path of transformation and needs to develop its unique path based on its own cultural situation and civilization level. As a result, the degree of transformation has become a fundamental focus for understanding what "modernity" means. Especially in the aspect of cultural development, with the continuous improvement of technological means, it bears the essential transformation of many media that cultural development must rely on, especially the extensive application and popularity of Internet technology, and the change of lifestyle is also a social fact that will inevitably occur. Correspondingly, both the form of cultural existence and the cultural form of oneself inevitably undergo changes. Based on this understanding, urban cultural transformation is also inevitable, which will force people living in the current city to personally experience the changes brought about by cultural transformation. This transformation is not only reflected in various aspects of people's lives, but also in the changes in urban landscapes, the protection of cultural heritage, and the emergence of new values that adapt to new lifestyles. And all of these aspects are obviously constantly influencing the way urban people live in a new cultural understanding and shaping of concepts, and also posing new soft issues that need to be addressed for the modern governance of urban growth. The most prominent issue among them is how to view the various new plans, designs, and understandings emerging in urban landscapes. The inheritance and transformation of a city's landscape is undoubtedly a characteristic expression of its historical existence, as the "old" meets the "new" urban cultural situation. Since ancient times, a city has preserved one or more famous historical sites and cultural landscapes, reflecting the diverse values carried by different groups of people. It is precisely for this reason that cultures with different attributes converge in a city, and the sustained prosperity and development of a city are inseparable from these cultural landscapes or cultural heritage. Therefore, in the face of the overall cultural transformation or scene shift in the modern world, what really needs to be dealt with is the continuous substitution and transformation of various new forms for the old living environment. There are three main manifestations: firstly, the urban civilization has recreated the historical sites and scenic spots that have been preserved; The second is the transformation of traditional neighborhoods or old cities in various forms; The third is the transformation and utilization of the daily lifestyle and cultural concepts of the real people living here in the name of scenic area development. How to calmly view the existence of these old, useless, and waste materials, whether to see them as heritage that brings infinite nostalgia and imagination, or to casually ignore them and turn them into discarded waste, has naturally become a focus of debate on how a modern city carrying cultural significance in the past and with great momentum in the present can achieve its own cultural transformation. In the process of urban renewal, one of the most fundamental structural issues is how to handle a deterministic relationship between the old and the new appropriately, that is, how to achieve the coexistence of the old and the new, and how to creatively transform culture as the solution to the problem. The fundamental and prerequisite issue of cultural value recognition lies in how to recognize the growth forms of diverse cultures and consistently promote cultural inclusiveness in the cultural development of modern cities. Moreover, only with this as the fundamental and prerequisite, can the inherent relationship between the old and the new in the problem of modernity be truly clarified in terms of the relationship between them. The key issue here is obviously not who will replace whom or overcome whom in the end, but how to achieve a mindset and pattern of "each beauty is beautiful, and beauty is shared" in the realm of self understanding. In terms of various forms of cultural heritage protection, it is necessary to first recognize the requirements of cultural vitality protection, that is, culture is not a rigid existence for achieving control, but rather an autonomous and progressive change like the rotation of the earth. Culture constantly grows due to its ability to self adapt, and can truly satisfy the value goals of those who live within it, providing as diverse opportunities as possible for such persistent pursuit. In reality, urban renewal is often done in the name of a new cultural construction to create something unique, by demolishing old cultural projects and constructing or replacing them with new ones. However, the actual development results are always contrary to expectations. Truly creative new cultures cannot be expressed, while old cultural relics disappear without a trace due to various passionate and restless demolitions. The most direct result of this new cultural construction is that all self proclaimed new cultural projects themselves not only lack cultural taste in decoration design, but also bring about destructive development of old cultural sites. Moreover, forcibly demolishing various old architectural remains invisibly "demolishes" old cultural concepts, cutting off the lasting sense of belonging and cultural continuity of life value between old and new cultures among the people living there. Another common approach is to adopt a wall style enclosed protection, which has become a fixed thinking mode in current cultural heritage protection. This approach attempts to distance various cultural heritage projects from people's real lives, resulting in a lack of popularity or a lack of direct and close interaction with people, as well as self adaptability in dynamic situations. Obviously, culture needs to be continuously participated and inherited by people, and the interaction between people and culture based on vitality is the most fundamental prerequisite for cultural inheritance. If the original residents are relocated out of the old street, leaving only a hollow shell of a building, this approach undoubtedly loses its human atmosphere and also indicates that future human based cultural development will be difficult to sustain. To promote the creation of new culture, we should pay attention to or truly pay attention to various new cultural forms that lead the forefront of lifestyle in urban living spaces, and fully accept the creation of a new culture based on modern cultural transformation. These new forms of culture are the creation of new cultures that have interacted with an existing culture and specific urban environments for a long time, truly adapting to the new trends of modernity growth and transformation in urban development. This naturally includes the rise of online culture that reflects the presence of the city, the shaping of urban internet celebrity check-in spots, the cultural creativity of tourism and catering streets, the gathering of various forms of educational and training institutions, as well as the flourishing "academic bars" and various reality show performance scenes that attract the attention of young people. The continuous emergence of these new lifestyles heralds a new value choice and goal orientation of urban cultural transformation. And the growth of all these new cultural forms will be the embodiment of the most innovative consumption and experience methods in the growth process of the younger generation. It is not only a new interest tendency in cultural expression, but also represents the value declaration of the new generation. They will bring a youthful vitality to the development and prosperity of the city, and provide the most friendly way to handle the transformation and utilization of existing urban cultural heritage. This expression of a new urban culture expressed through the voices of young people represents a new cultural value that constantly adapts to the development of the modern world and represents a choice of value and significance in the self growth process of the new generation.
