Deepening the quality and efficiency of military facility protection work should follow the overall national security concept, coordinate military and civilian forces, and gather a strong joint force to safeguard national defense and military interests. The military should fulfill its primary responsibility of protecting military facilities. In the administrative public interest litigation case of urging the protection of national defense optical cable safety in a certain place, the military and local procuratorial organs investigated and found that a certain unit, as a national defense optical cable management and maintenance unit, had insufficient daily inspections, failed to take protective measures, and inadequate management of warning signs, etc., and did not fully fulfill its safety management obligations. It was judged by the court to bear corresponding responsibilities in related civil disputes. It should be noted that each military unit, as the management and use unit of military facilities, is the "first person responsible" for the protection of military facilities. It is necessary to take into account the performance characteristics of military facilities, the local public and social conditions, actively assess hidden dangers and risks, sort out common problems, and formulate targeted protection measures. By utilizing technological means such as satellite remote sensing, drone patrols, and big data analysis, dynamic monitoring and intelligent early warning of military facilities can be implemented, achieving front-end detection and timely response to illegal intrusion, spying, destruction, and other behaviors, comprehensively improving the predictability and accuracy of protection. The procuratorial organs should act as the "representatives of public welfare" for the protection of military facilities. In 2023, Kunming Military Procuratorate and Guizhou Procuratorate filed the first administrative public interest lawsuit in the field of military facility protection in China, safeguarding national defense interests in accordance with the law. This case was rated as one of the top ten legal supervision cases of 2023. The military and civilian procuratorial organs fully play their role in legal supervision, strictly investigate illegal acts that harm national defense interests, and provide strong judicial guarantees for safeguarding national defense and military interests. Military procuratorial organs should further strengthen cooperation and cooperation, and form a new pattern of cooperation with administrative and military organs at all levels, including "building multi-level cooperation mechanisms, conducting business cooperation in multiple fields, and safeguarding national defense interests through multiple channels". Strengthening the protection of military facilities requires both external and internal efforts. We must adhere to the coordinated efforts of protection and education, deepen national defense education and legal propaganda, and make it a conscious action of all parties in the military, civilian, and military civilian sectors.
