The first national level normative document has been issued, and the inter provincial and inter regional power emergency dispatch mechanism has been further improved

Recently, the National Development and Reform Commission and the National Energy Administration issued the "Management Measures for Emergency Dispatch of Cross provincial and Cross regional Electricity" (hereinafter referred to as the "Management Measures"). As the first national level normative document for cross provincial and cross regional power emergency dispatch, the promulgation of the "Management Measures" will effectively play the role of emergency dispatch in ensuring the safety and stable supply of electricity, strengthen the connection between emergency dispatch and the electricity market, and promote the efficient flow of electricity resources on a larger scale. Cross provincial and cross regional emergency power dispatch is an important measure to ensure the safe and stable supply of electricity. Starting from 2021, in accordance with the needs of ensuring energy and power security supply, the National Development and Reform Commission has organized power grid enterprises, power trading institutions, and other organizations to conduct research on emergency dispatch rules. In 2022, the National Development and Reform Commission and the National Energy Administration approved the "Interim Measures for Emergency Dispatch Management of Cross provincial and Cross regional Electricity" submitted by the State Grid Corporation of China (hereinafter referred to as the "Interim Measures"), and the Southern Supervision Bureau of the National Energy Administration issued the "Interim Rules for Emergency Dispatch of Cross provincial and Cross regional Electricity in the Southern Region" (hereinafter referred to as the "Interim Rules"). Since then, the "Interim Measures" and "Interim Rules" have become important basis for standardizing emergency dispatch when market-oriented means cannot solve the problem of ensuring power safety and supply. The policy system for cross provincial and cross regional power operation regulation has been further improved, forming an effective mechanism based on the priority power generation scale plan, guaranteed by medium and long-term power contracts, flexible and mutually beneficial market-oriented transactions, and emergency dispatch to ensure supply. For a period of time, the implementation of emergency dispatch has played an important role in successfully responding to multiple rounds of heavy load tests during summer and winter seasons. By tapping into the potential of the entire network in a single day, the maximum power gap in various regions has been eliminated, exceeding 13 million kilowatts, and the bottom line of safe and stable operation of the power grid has been maintained. The relevant person in charge of the National Development and Reform Commission introduced that in the effective implementation process of the "Interim Measures" and "Interim Rules", with the continuous deepening of the construction of a unified national electricity market, the functional positioning, start-up conditions, workflow, price mechanism, settlement management and other aspects of emergency dispatch need to be further standardized and improved, and unified institutional design needs to be strengthened at the national level. The National Development and Reform Commission, together with relevant parties, has carefully summarized the practical experience of emergency dispatch in recent years based on the "Interim Measures" and "Interim Rules", conducted in-depth research, standardized and refined key issues related to emergency dispatch, and formed the "Management Measures". Overall, the 'Management Measures' have three major highlights. One is to clarify the functional positioning of emergency power dispatch to ensure safety and supply, and no longer include relevant requirements for promoting consumption. Considering the full participation of new energy in the electricity market, promoting consumption should mainly be achieved through market mechanisms and should no longer be used as an emergency dispatch scenario. At the same time, the "Management Measures" adhere to bottom line thinking and establish two scenarios of ensuring safety and ensuring supply. The second is to clarify the connection mechanism between power emergency dispatch and the power market, and implement the principle of "market regulation priority, emergency dispatch backup". The Management Measures stipulate the specific connection between the amount and price of electricity for emergency dispatch and the electricity market, guiding both the supply and demand sides to solve problems through the electricity market as much as possible, while ensuring that emergency dispatch can effectively guarantee the safety and supply needs of the receiving party and the reasonable profits of the sending party. The third is to clarify the detailed workflow and responsibilities of all parties involved in emergency power dispatch, ensuring on-demand and efficient implementation. The "Management Measures" stipulate the conditions for initiating emergency dispatch, the hierarchical implementation process, and also define the rights and responsibilities of power dispatch agencies, power trading agencies, and power grid enterprises. They work together to ensure the efficient implementation of emergency dispatch as needed from both work processes and division of labor. Zhang Shoukui, a staff member of the Dispatch Planning Department of State Grid Jiangsu Electric Power Dispatch Control Center, believes that the "Management Measures" unify, standardize, refine and improve key issues related to emergency dispatch, which will help strengthen guidance for emergency dispatch work, enhance the resilience and risk resistance of power supply, and provide strong guarantees for economic and social development and people's daily energy needs. Regarding how to promote the implementation and effectiveness of the "Management Measures" in the next step, the relevant person in charge of the National Development and Reform Commission revealed that they will adhere to the combination of a proactive government and an effective market, continuously improve the inter provincial and inter regional power operation regulation mechanism, and work with relevant parties to continuously track the implementation of the "Management Measures" and ensure policy transition and connection; Strengthen guidance on emergency dispatch work, promote local power operation authorities and power grid enterprises to improve supporting policies and implementation rules within their respective regions, clarify the allocation and sharing methods of emergency dispatch electricity and electricity fees, and ensure the effective implementation of the Management Measures.
