Any items not included in the checklist shall not be carried out. It is not allowed to arbitrarily set up tasks such as creating demonstrations, "one vote veto", and signing responsibility agreements. It is strictly prohibited to conduct inspections, checks, and assessments under the guise of research, evaluation, guidance, and monitoring. Notification requirements: Strictly manage the borrowing and lending of primary and secondary school teachers. Superior authorities and units shall not, in principle, borrow primary and secondary school teachers, nor shall they borrow them in disguised form under the guise of working as a special class, following classes for learning, exchanging and exercising. In addition, the notice also requires the establishment of a sound mechanism for ensuring teachers' after-school services. After school services should be arranged on class days and after completing the national curriculum and school teaching plan.
