Recently, the National Data Administration issued the "Implementation Plan for Strengthening Scene Applications in the Pilot Construction of National Data Infrastructure" (hereinafter referred to as the "Implementation Plan"), proposing to drive the high-level construction and high-quality development of national data infrastructure through scene construction and technological innovation. Strengthening scenario construction is an important lever to promote the transformation of data infrastructure from "well built" to "well used", and a key path to cultivate a national integrated data market and unleash the value of data elements. To promote construction, we need to strengthen the driving role of scenario applications in the construction of national data infrastructure. Through scenario applications, we can drive the improvement of facility functions, promote facility iteration and upgrading, ensure that facility construction resonates with actual needs, and transform the potential of data infrastructure into actual efficiency. To ensure the efficient aggregation, sharing, circulation, trading, and development of data, relying on data infrastructure, supporting cross subject collaboration, high-performance calling, and high security guarantees, enhancing the support capability of national data infrastructure for scenario implementation, and stimulating the innovative vitality of data in cross regional, cross subject, and cross platform circulation and utilization. In terms of public data authorization operation, the Implementation Plan proposes to rely on data infrastructure to support the implementation of institutional mechanisms such as public data registration, processing, authorization operation, circulation pricing, and revenue distribution. Give full play to the role of data infrastructure in integrating and applying various types of data, and provide a safe and trustworthy environment for the construction of public data "running" demonstration scenarios in fields such as transportation logistics, medical health, grassroots governance, and meteorological services. Support public data to be provided to society in the form of data zones, hierarchical decoupling, cross domain sharing, hierarchical sharing, etc., in accordance with the requirements of "original data not out of domain, data available but invisible, data controllable and measurable". In terms of typical industry applications, the Implementation Plan proposes to rely on data infrastructure to support the implementation of "data element X" typical scenarios in industrial manufacturing, modern agriculture, cultural tourism and other fields, and stimulate the multiplier effect of data elements. Including but not limited to leveraging data to optimize financial services, innovate products, achieve inclusive coverage, manage risks, and reconstruct ecosystems, providing effective support for achieving inclusive finance; Give full play to the role of data in flexible production, innovative research and development, collaborative supply chain, intelligent decision-making, green transformation and other aspects, and promote the reconstruction of all factors, processes and industrial chains in the manufacturing industry; Through AIGC content co creation, we aim to enhance the efficiency of cultural and tourism content production, support the implementation of immersive cultural and tourism, online exhibitions, cloud performances, and incubate new cultural and tourism formats. In terms of exploring and expanding innovative application scenarios, the Implementation Plan proposes to encourage the exploration and construction of cutting-edge technologies such as intelligent data encapsulation, trusted high-speed transmission, and multimodal global storage based on data infrastructure. Support leading enterprises and research institutions to jointly carry out cutting-edge technology adaptation verification based on data infrastructure, providing technical support for the large-scale promotion of scenarios.
