Standardizing the management of ambulances and cracking down on illegal and irregular behaviors such as "black ambulance" is an important guarantee for safeguarding the safety and health rights of the people. Recently, six departments including the National Health Commission and the Ministry of Public Security issued a notice on carrying out a special crackdown on illegal ambulances (hereinafter referred to as the "Notice"), deciding to jointly carry out a one-year special crackdown on illegal ambulances. The notice specifies that this special rectification is aimed at motor vehicles registered as "ambulance" and non ambulance vehicles (i.e. "black ambulance") that illegally provide pre hospital medical emergency and medical care transfer services. According to the notice, all levels and types of medical and health institutions that use ambulances are responsible for ambulance management. They should establish and implement rules and regulations for ambulance management, standardize configuration, and install positioning devices as required. Strictly follow the standard for scrapping and updating, and strictly prohibit unauthorized modification, rental, lending, transfer, affiliation, contracting to any unit or individual, or using for other purposes. Local health administrative departments plan the number of emergency vehicles based on factors such as population size, distribution of medical resources, pre hospital medical emergency tasks, and demand for health emergency tasks in their jurisdiction. Improve information technology construction, achieve real-time information verification, positioning, tracking, and scheduling of ambulances, and continuously update the ambulance dynamic database in real-time. In addition, following the principle of "whoever issues the certificate is responsible", we will strengthen the supervision of registered ambulances within our jurisdiction (especially those that stay in other provinces or cities for a long time) according to their responsibilities, with a focus on reviewing personnel qualifications, service scope, and other aspects. On the basis of the national ambulance dynamic database, open a public ambulance query function for the society; Two dimensional codes are sprayed on the rear of both sides of the ambulance, making it convenient for the public to scan the code to know the unit, number, and complaint hotline information of the vehicle, and facilitating social supervision.
