On November 4th, five departments including the National Health Commission and the Ministry of Civil Affairs announced the "Notice on Carrying out the Silver Hair Medical and Elderly Care Action", proposing to support retired medical personnel to participate in medical and elderly care integrated services, strengthen the "silver hair power" of medical and elderly care integration, and promote the high-quality development of medical and elderly care integrated services. According to the notice, based on the principles of practicality, equality, voluntariness, two-way selection, and meeting needs, we will fully combine the demand for social medical and elderly care services with the personal wishes, professional expertise, and experience advantages of retired medical personnel, give full play to the professional role of retired medical personnel, promote the realization of elderly care, and better meet the medical and health service needs of the elderly. In terms of personnel conditions, it includes retired doctors and nurses with good physical condition and relevant practicing qualifications in medical and health institutions, pharmacists, technicians and other medical personnel with relevant health professional technical qualifications, as well as administrative management personnel. In terms of service scope, we carry out diagnosis and treatment, rehabilitation, nursing, pharmacy, palliative care, examination and testing, nutrition and health, mental health, health education, health management and other services in accordance with laws and regulations, as well as business training, quality control, teaching and research, institutional management, consulting, volunteer services, etc. The service content includes supporting retired medical personnel to practice in medical and elderly care institutions, providing medical and health services to cooperative elderly care institutions, participating in teaching, research and management related to medical and elderly care institutions, providing related health management services, and offering volunteer services for the elderly. To promote the in-depth implementation of the action, 10 provinces (autonomous regions, municipalities directly under the central government) including Beijing, Hebei, Jilin, Jiangsu, Anhui, Shandong, Henan, Guangxi, Hainan, and Chongqing have been selected as key provinces for the Silver Hair Medical and Elderly Care Action. A talent resource pool for retired medical personnel to participate in the integration of medical and elderly care has been established, a service platform has been built, and a replicable, promotable, and sustainable work model has been explored and formed.
