On November 4th, according to the official website of the National Health Commission, five departments including the National Health Commission recently jointly issued the "Implementation Opinions on Promoting and Regulating the Development of 'Artificial Intelligence+Medical and Health' Applications". The Implementation Opinions propose to promote intelligent diagnostic services for medical imaging; Support medical equipment manufacturing enterprises to collaborate with medical institutions, research institutes, and other upstream and downstream industries to carry out research and development of intelligent medical equipment. The Implementation Opinions specify that by 2027, a batch of high-quality datasets and trustworthy data spaces in the healthcare industry will be established, forming a batch of vertical large-scale models and intelligent agent applications for clinical specialties. Grassroots diagnosis and treatment intelligent assistance, clinical specialty diagnosis and treatment intelligent decision-making assistance, and patient diagnosis and treatment intelligent services will be widely applied in medical and health institutions. A number of national artificial intelligence application pilot bases in the medical and health field will be basically built, creating more high-value application scenarios and driving the high-quality development of the health industry. The Implementation Opinions require the deepening of 24 key applications of artificial intelligence in eight directions, including grassroots application, clinical diagnosis and treatment, patient service, and traditional Chinese medicine. It also proposes to strengthen the application foundation from five aspects: strengthening infrastructure construction, enriching medical data supply, optimizing artificial intelligence computing algorithms, strengthening pilot base construction, and enhancing scientific and technological talent and standard support. In terms of clinical diagnosis and treatment, the Implementation Opinions propose to promote intelligent medical imaging diagnosis services. Support the province to comprehensively and intensively carry out intelligent auxiliary services such as medical imaging assisted diagnosis, report generation, image quality evaluation, and providing treatment plan suggestions. Encourage the development of medical imaging intelligent assisted diagnosis in secondary and above hospitals from single disease to single organ multi disease, and improve the efficiency of imaging diagnosis and report quality. Select high-level hospitals to conduct research on the aggregation and development of high-quality medical imaging data, and support the development and iterative upgrading of artificial intelligence models. In terms of the health industry, the Implementation Opinions propose to support medical equipment manufacturers to collaborate with medical institutions, research institutes, and other upstream and downstream industries to carry out research and development of intelligent medical equipment. The focus will be on promoting the intelligent upgrading of medical equipment in fields such as medical imaging, diagnosis and testing, treatment, monitoring, and life support, and encouraging joint applications to participate in the innovation tasks of artificial intelligence medical devices. Support the first application of domestically produced intelligent medical equipment in medical institutions, and promote the application of intelligent medical equipment that is at the forefront of technological innovation and clinical application in the country.
