The "Third Quarterly Report" on economic performance in 31 provinces has been released. Since the beginning of this year, facing the complex situation of increasing external pressure and more internal difficulties, China's economic development has made steady progress despite the pressure. At the local level, various regions are making every effort to stabilize growth, expand demand, and cultivate momentum. The total economic output of multiple provinces has reached a new level, and the growth rate of 21 provinces has exceeded or remained at the national level, continuously enhancing development resilience. The development foundation continues to solidify. In terms of economic output, Guangdong, Jiangsu, Shandong, Zhejiang, Sichuan, Henan, Hubei, Fujian, Shanghai, and Hunan rank among the top ten in the country. In the first three quarters, the gross domestic product of Guangdong and Jiangsu regions both exceeded the 10 trillion yuan mark, reaching 1.0517698 trillion yuan and 1.02811 trillion yuan respectively. Shandong and Zhejiang are 7711.5 billion yuan and 6849.5 billion yuan respectively. Sichuan, Henan, Hubei, Fujian, Shanghai, and Hunan are all in the "4 trillion yuan" range, with Sichuan accounting for 4932.22 billion yuan, Henan for 4886.757 billion yuan, Hubei for 4487.562 billion yuan, and Fujian for 42339.86 billion yuan. In the first three quarters, the total economic output of Shanghai and Hunan jumped to the 4 trillion yuan level for the first time, reaching 4072.117 billion yuan and 4024.056 billion yuan respectively. As a result, the threshold for the top ten economically strong provinces in the first three quarters has been raised from 3.7 trillion yuan in the same period last year to 4 trillion yuan. In terms of growth rate, 21 provinces have outperformed or remained at the national average growth rate of 5.2%, including 13 provinces in the central and western regions. Xizang continued to lead the way in terms of year-on-year growth of 7.1%. Gansu has grown by 6.1% year-on-year, exceeding the national average for 15 consecutive quarters. Hubei's year-on-year growth rate was 6%, maintaining a trend of better than the same period, higher than the national average, leading in major provinces, and leading in the central region. Ningxia grew by 5.8% year-on-year, Zhejiang grew by 5.7% year-on-year, Shandong, Henan, and Beijing all grew by 5.6%, Sichuan, Shanghai, Hebei, and Xinjiang all grew by 5.5%, Jiangsu, Hunan, Anhui, and Jiangxi all grew by 5.4%, and Shaanxi, Chongqing, Guangxi, and Jilin all grew by 5.3%. Fujian's year-on-year growth rate was 5.2%, which is on par with the national level. The economic performance of the Yangtze River Delta region is impressive. In the first three quarters, the total economic output of the three provinces and one city in the Yangtze River Delta exceeded 25 trillion yuan, accounting for nearly a quarter of the national proportion, and the growth rate was higher than the national average growth rate. The role of regional engines as power sources continues to strengthen. Since the beginning of this year, the unstable external environment and increasing uncertainties have put pressure on China's foreign trade operations. In the first three quarters, foreign trade data from multiple regions showed resilience. The total import and export of Guangdong, Jiangsu, Zhejiang, Shanghai, and Shandong provinces and cities increased by 5.2%, contributing more than 80% to the national import and export growth. Among them, the total value of imports and exports, exports, and imports in Zhejiang Province has reached a historical high of 4 trillion yuan, 3 trillion yuan, and 1 trillion yuan respectively. Some provinces in the central region have shown strong growth in foreign trade. In the first three quarters, the total import and export volume of goods in Anhui Province was 726.25 billion yuan, a year-on-year increase of 15.7%; The total import and export value of Henan and Hubei both reached a new historical high for the same period. Since the beginning of this year, China has implemented more proactive macro policies, such as the "two new" and "two double" policies, which have strengthened and expanded the scope, effectively stabilizing the basic foundation of economic operation. Various regions are seizing the opportunities of national macro policies, implementing detailed policy measures, and promoting steady expansion of consumption and investment. In the first three quarters, the total retail sales of consumer goods in Hainan Province increased by 8.6% year-on-year. Thanks to the vigorous implementation of the special action to boost consumption, a series of policies and measures to expand domestic demand and promote consumption, such as "trade in old for new", have shown results. Hainan Province's commodity trading, furniture and home decoration consumption, automobile sales, tourism and other service consumption continue to maintain a high-speed growth trend. Henan ranks among the top provinces in terms of consumption growth rate. By actively leveraging the market size advantage of populous provinces, continuously implementing special actions to boost consumption, and timely tracking and utilizing the national subsidy funds for the trade in of old consumer goods, the total retail sales of consumer goods in Henan Province increased by 6.2% year-on-year in the first three quarters. The integration of culture, sports, and tourism is driving the consumer market. Driven by "Su Chao", the operating revenue of art performance venues above designated size in Jiangsu Province increased by 10.7% year-on-year in the first 8 months. In addition, the hosting of events such as "Hunan Supermarket", "Chongqing Supermarket", and "Sichuan Supermarket" has effectively stimulated consumption vitality in various regions. The policy effect of large-scale equipment updates continues to be released. In the first three quarters, Beijing's equipment procurement investment increased by over 80% year-on-year, with projects related to integrated circuits, new generation information technology, and other fields as the main driving force. The driving force of innovation continues to strengthen, and various regions are cultivating new quality productive forces according to local conditions. The "key variable" of technological innovation is accelerating its transformation into the "maximum increment" of high-quality development, and new driving forces are constantly accumulating and strengthening. In the eastern region, the output value of Shanghai's three leading industries in manufacturing increased by 8.5% year-on-year in the first three quarters. The added value of high-tech manufacturing above designated size and digital core product manufacturing in Jiangsu Province increased by 11.7% and 10.3% respectively, which were 4.9 and 3.5 percentage points higher than the average level of industrial enterprises above designated size. Beijing's high-tech industry investment increased by 51.7% by focusing on the layout of innovative industrial chains around new quality productivity. In the central and western regions, the added value of strategic emerging industries in Henan Province increased by 11.6% in the first three quarters, the highest growth rate since 2022. The formation of the science and technology power matrix in Hubei Province is accelerating, and the integration of scientific and technological innovation and industrial innovation is accelerating. The added value of high-tech manufacturing industry above designated size increased by 13.5% year-on-year, which is 5.8 percentage points higher than that of all industries above designated size. The automobile industry in Chongqing is accelerating, and the manufacturing of new energy vehicles is continuously driven by large-scale projects such as Changan's green and intelligent upgrade, with a growth rate of 80.4%. The modern service industry is accelerating its development, and new business models are flourishing. In the first three quarters, the added value of Beijing's information transmission, software, and information technology services industry increased by 11.2%. In the first 8 months, the operating income of research and experimental development above designated size in Hunan Province increased by 41.9%, and the operating income of science and technology promotion and application service industry increased by 19.1%. The rapid development of the micro drama industry chain in Henan Province has driven a 107.8% increase in revenue for the first three quarters of the film and television program production industry. At present, the external environment is complex and there are many unstable and uncertain factors, and continuous efforts are still needed to achieve the annual goals and tasks. Recently, several provinces have held meetings to deploy and do a good job in the economic work for the fourth quarter. For example, Guangdong has proposed to focus on and implement the economic work in the fourth quarter, run ahead, seize time, and strive for excellence, and make every effort to achieve the annual economic and social development goals and tasks with more powerful and effective "policies+work". Shanghai proposes to continuously improve the scientificity, precision, and effectiveness of economic operation and dispatch, strive to achieve the annual target tasks and the successful conclusion of the 14th Five Year Plan, and better shoulder the burden and contribute to the whole country.
