In order to further expand the supply of integrated medical and elderly care services and improve service quality and efficiency, five departments including the National Health Commission and the Ministry of Civil Affairs recently issued the "Notice on Carrying out the Action to Promote the Integration of Medical and Elderly Care" (hereinafter referred to as the "Notice"), deciding to launch a three-year promotion campaign for the integration of medical and elderly care. The Notice proposes that by the end of 2027, the policy of integrating medical care and elderly care will be continuously improved, the service system will be more sound, the service supply will be effectively increased, the service capacity will be significantly improved, and medical and health care and elderly care resources will be further co built and shared to better meet the health and elderly care service needs of the elderly. The Notice focuses on improving the layout of service resources, strengthening the construction of talent teams, developing home and community services, expanding service supply, enhancing service guarantees for disabled and dementia elderly people, strengthening quality management, and building a solid safety production defense line. It proposes 25 specific tasks. The Notice proposes to rely on the existing medical, health, and elderly care service networks to improve the integrated medical and elderly care service system. Encourage the coordinated planning and adjacent construction of primary healthcare institutions and elderly care service facilities. Guide and promote the transformation of some secondary and lower level medical and health institutions in areas with abundant medical resources into rehabilitation hospitals and nursing homes, and guide county-level medical and health institutions to provide integrated medical and elderly care services. Regarding the construction of talent teams, the "Notice" requires the country and various regions to work together to guide and support local higher education institutions and vocational schools to offer related majors such as medical and elderly care and management, elderly care service management, and smart health elderly care services and management. Medical and elderly care institutions actively support teacher practice and student internships. By the end of 2027, a total of no less than 30 new medical and nursing care and management professional sites will be established nationwide. The notice emphasizes the need to strengthen industry supervision. Health and civil affairs departments in various regions should conduct industry supervision on medical and health institutions, as well as elderly care institutions that provide integrated medical and elderly care services. Every year, a certain number of corresponding institutions should be randomly selected based on their responsibilities during the "double random, one public" inspection. Strengthen safety production management, standardize administrative inspection requirements for enterprises, collaborate with relevant safety production supervision departments, and strengthen daily supervision and guidance in accordance with the law. At the same time, it is required to implement the main responsibility of the institution. Medical and elderly care institutions should strictly comply with relevant laws and regulations on fire and safety, regularly carry out self inspection and self correction of risks and hidden dangers, establish a hidden danger ledger, and rectify them in a timely manner. Improve risk prevention measures, strengthen daily patrols, duty monitoring, and training exercises, organize at least one fire inspection per month, and conduct at least one fire drill every six months.
