Practice has proven that when natural wonders complement urban civilization, they can generate an attraction that transcends geographical boundaries. On the journey of building a strong tourism country, the integration of scenery and city is not only a path choice for industrial upgrading, but also an answer sheet for the era of civilization inheritance and innovation. Currently, China is accelerating its transition from a tourism powerhouse to a tourism powerhouse. The construction of world-class tourist destinations can enhance the attractiveness of Chinese tourism on the world tourism map, and is an important measure for China to transform from a "tourism power" to a "tourism powerhouse". As an innovative paradigm for the development of tourism in the new era, the integration of scenic spots and cities is reshaping the competitive landscape of tourism destinations by breaking down spatial barriers, functional boundaries, and industrial barriers between scenic spots and cities. It provides a Chinese solution for cultivating tourism destinations with international influence. From the development experience of globally renowned tourist destinations, the integration of scenery and city is an important way to achieve world-class tourist destinations. Successful cities often form a symbiotic relationship with their iconic scenic spots. The places with high development index of world-class tourist destinations are generally located in the urban circle. The closer to the city, the richer the service resources and the higher the accessibility. Paris organically connects the historical districts on both sides of the Seine River with attractions such as the Louvre and the Eiffel Tower, making the city itself an open-air museum; Tokyo has created a diverse cultural experience space by integrating modern commercial districts such as Shinjuku and Shibuya with the traditional Asakusa ji district. These cases demonstrate that when urban functions are deeply integrated with tourism elements, comprehensive attractiveness beyond a single scenic spot can be generated. When urban space is endowed with tourism functions, a synergistic effect of "1+1>2" can be generated. Guangdong, Shanghai, Zhejiang, Beijing and other places have all performed well in the "service" category indicators; Many places far away from the city, despite their beautiful natural scenery, are difficult to become tourist destinations. Guizhou proposes to build a world-class tourism destination based on the three elements of "resources, customer sources, and services", with the "services" highly dependent on the city. From the perspective of comprehensive benefits, the integration of scenery and city is an effective way to maximize tourism benefits, which can significantly enhance the comprehensive benefits of the tourism industry. In terms of economic benefits, traditional scenic area development often relies on "ticket economy", while the integration of scenic areas and cities achieves value doubling by extending the industrial chain. At the level of social benefits, the integration of urban and rural areas has promoted the construction of a public service system that is shared by both hosts and guests. Through the strategy of "free opening+quality improvement" in the West Lake scenic area, Hangzhou, Zhejiang has formed a positive interaction between the scenic area and the city's commercial and cultural facilities. The renovation project of Kuanzhai Alley in Chengdu, Sichuan not only preserves the style of Western Sichuan residential buildings, but also injects a modern cultural and entrepreneurial spirit, revitalizing the old street and becoming a model of cultural tourism integration. By constructing a coastal tourism greenway, Qingdao, Shandong, has organically integrated scenic spots such as Zhanqiao and Badaguan with public activity spaces, which not only enhances the tourist experience but also improves the quality of life for residents. These practices have all confirmed the significant effectiveness of the integration model of scenery and city in enhancing the overall competitiveness and comprehensive benefits of the destination. From a practical perspective, the integration of scenery and city is more in line with the actual construction of world-class tourist destinations in various regions, and is becoming an important path choice for the construction of world-class tourist destinations in various places. China has a vast territory and significant differences in resource endowments and development stages among different regions. A single scenic spot model is difficult to meet diversified needs, and the integrated model of scenic spots and cities demonstrates strong adaptability. In a historic and cultural city, the Beijing Central Axis Cultural Heritage Application Project has driven the overall protection of the old city, forming an organic whole between attractions such as the Forbidden City and Temple of Heaven, as well as hutong culture and modern commerce; In coastal cities, Sanya, Hainan has established a full-time and comprehensive tourism pattern through the coordinated development of Tianya Haijiao Scenic Area and Haitang Bay Resort. These practices have shown that the integration of scenery and city can transform local characteristics into competitive advantages. Currently, hundreds of cities across the country have incorporated landscape city integration into their development strategies, forming a diverse development trend. Looking ahead to the future, the integration of urban and scenic areas should be based on cities, fully considering the natural connections between different levels of cities and between various scenic spots, enriching tourism products and services, shortening commuting time between cities and scenic spots, allowing tourists to conveniently shuttle between cities and scenic spots, ensuring that they can enjoy urban life while easily exploring the surrounding natural scenery and cultural landscapes. By continuously deepening the integration and development of scenic areas and cities, China will undoubtedly contribute more examples of "each beauty is its own, and beauty is shared" to the world tourism map, allowing the world to perceive a real, three-dimensional, and comprehensive China through the tourism window.
