The 2025 Annual Report on China's Policies and Actions to Address Climate Change has been released. In order to comprehensively reflect China's policy actions and work in the field of climate change, and to introduce the achievements of China's active response to climate change to domestic and foreign audiences, the Ministry of Ecology and Environment has compiled the 2025 Annual Report on China's Policies and Actions to Address Climate Change (hereinafter referred to as the "Report"), which was officially released at the Ministry of Ecology and Environment's regular press conference on October 29th. The report comprehensively introduces China's policies, measures, and key achievements in addressing climate change since 2024, sorts out China's new deployment and goals in response to climate change, showcases China's progress in mitigating climate change, adapting to climate change, building a national carbon market, managing product carbon footprints, policy systems and support guarantees, and actively participating in global governance to address climate change. It also elaborates on China's basic position and propositions on the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change. The report shows that China's legal standard system for addressing climate change is constantly improving: the construction of the rule of law system is more perfect, a green and low-carbon development section is set up in the draft of the Ecological Environment Code, and climate change response is included as a special chapter; Introduce the Energy Law of the People's Republic of China and establish a system for green and low-carbon energy transformation; Publish and implement the Regulations on Ecological Protection Compensation, strengthen and standardize the work of ecological protection compensation. The construction of standards and monitoring systems continues to be strengthened, and the "National Plan for the Construction of Climate Change Standard System" has been released; Since 2024, more than 60 national standards related to climate change have been issued, 339 local standards have been formulated, international technical institutions in the field of carbon peaking and carbon neutrality have been promoted, and more than 10 international standards have been led in their development. Promote the establishment of a new mechanism for transitioning from dual control of energy consumption to dual control of carbon emissions, clarify work arrangements and implement a step-by-step transition from dual control of energy consumption to dual control of carbon emissions, optimize and improve policies for dual control of energy consumption, build a framework for dual control of carbon emissions, improve regulatory standards for dual control of carbon emissions, and consolidate the foundation of dual control of carbon emissions.
