The notice specifies the optimization of domestic product tax refund (exemption) policy management, actively supporting the sale of domestic products in duty-free shops at ports and within cities, encouraging duty-free shops to introduce more high-quality products that reflect excellent traditional Chinese culture, and increasing the sales of domestic products in duty-free shops. At the same time, we will further expand the categories of duty-free shops and include more portable consumer goods in our business scope. We will also add popular products such as mobile phones, micro drones, sports equipment, health food, over-the-counter drugs, pet food, etc., to enrich travelers' shopping choices. In addition, the approval authority for duty-free shops will be relaxed, and the approval authority for the establishment of outbound duty-free shops at ports, changes in the determination of the operating entities of outbound duty-free shops and inbound duty-free shops at ports will be delegated. The method for determining the operating area of outbound duty-free shops and inbound duty-free shops at ports will be optimized, and local integration and optimization of duty-free shop layout will be supported according to local conditions.
