Highest inspection: Safety hazards in the processing of edible agricultural products are more prominent

The reporter learned from the Supreme People's Procuratorate today that in the first three quarters of 2025, the procuratorial organs filed more than 2800 public interest lawsuits on the safety of edible agricultural products, accounting for 12.7% of the total number of public interest lawsuits on food and drug safety, effectively ensuring the safety of consumers' "rice bags" and "vegetable baskets". The procuratorial organs found that the source control of the production process of edible agricultural products still needs to be strengthened. Some enterprises have not strictly and thoroughly implemented systems such as production record archives, implementation of veterinary drug rest period regulations, listing of prohibited (suspended) drugs on the wall, and parallel implementation of the commitment to meet the standard certificate and one product one code traceability for edible agricultural products, resulting in safety hazards in the quality of edible agricultural products and harming public interests. If multiple aquatic product farms in a certain area abuse antibiotics, the procuratorial organs will promote the coordinated performance of multiple departments, and promote the healthy development of the aquaculture industry by investigating and punishing illegal breeding behaviors, strengthening pre market sampling of aquatic products, and so on. The safety hazards in the processing of edible agricultural products are particularly prominent. Some producers and operators of edible agricultural products have not strictly implemented the relevant mandatory national standards in accordance with the law, resulting in problems such as raw material contamination, abuse of additives, and substandard hygiene conditions during the processing, seriously affecting food safety and consumer health. If a certain place illegally adds prohibited substances such as rouge and sunset yellow during the processing of cured meat, aquatic products and other meat products, once they enter the human body, they may pose a potential threat to health. The procuratorial organs have issued prosecutorial suggestions to administrative organs in accordance with the law, urging them to strengthen the investigation of food safety risks in small catering, small vendors, and small workshops, rectify more than 100 households, and eliminate safety hazards. The disorderly sales process of edible agricultural products needs to be taken seriously. The sales end of agricultural products presents prominent problems such as an incomplete traceability system and inadequate quality control. Some market operators and operators have not strictly implemented systems such as purchase inspection, certification and ticket collection, and information disclosure. In the sales process, they illegally add non edible substances or use food additives such as preservatives and preservatives beyond the scope and dosage, which poses a significant threat to food safety and damages public interests. If a large wholesale market in a certain area fails to implement a purchase inspection system, allowing agricultural products without origin information or quality and safety certificates such as commitment certificates to enter the market for sale, and selling them to a large number of supermarkets and agricultural markets without conducting on-site rapid testing, the procuratorial organs shall formulate inspection suggestions in accordance with the law to promote administrative organs to urge market operators and sales merchants to strictly implement legal systems such as food traceability and rapid testing, to ensure that consumers can purchase agricultural products from traceable sources, traceable destinations, and safe and controllable sources. The Supreme People's Procuratorate stated that in the next step, the procuratorial organs will continue to focus on the safety issues of edible agricultural products, fully play the role of public interest litigation procuratorial functions, concentrate on handling a batch of representative and leading cases with high quality and efficiency, and effectively protect the legitimate rights and interests of consumers.
