Building a more efficient and dynamic digital business environment can address certain shortcomings of traditional business environments and help enterprises achieve sustained innovation activity. In recent years, China's digital business environment has been continuously optimized, and digital government services have been created. Through service models such as "one-stop service" and "cross provincial service", the approval time has been greatly reduced, and the workflow has been simplified; Open up the data factor market, provide key production factors for enterprise research and development, and promote the aggregation of data resources to innovative entities; By relying on the digital regulatory credit system and intelligent platform, we aim to achieve precise supervision, uninterrupted operations, and create a stable and transparent environment. The national integrated government service platform has covered the government service platforms of 31 provinces (regions, cities), Xinjiang Production and Construction Corps, and 46 departments of the State Council. As of the end of June this year, it has initially achieved standardized services for 5.21 million service items and more than 36000 high-frequency hot spot service applications, effectively promoting the "one-stop" offline service and the "one-stop" online service; The cumulative transaction volume of high-quality datasets from various regions is nearly 4 billion yuan, and the total scale of high-quality datasets listed by data trading institutions reaches 246PB, providing strong institutional guarantees for enterprise innovation. Many regions have adapted to local conditions and continuously introduced effective measures based on their own actual situations. Beijing has established a "data zone" model to open up public data resources to technology enterprises and support artificial intelligence research and development; Chongqing has launched the "E-Enterprise Office" mini program, exploring the implementation of "mobile office" and "fingertip office" for starting businesses, integrating registration, seal engraving, taxation and other procedures, and significantly improving processing efficiency; Through the "Zhe Li Ban" ecosystem, Zhejiang Province has achieved a "one-stop service" rate of 98% for government services, and the "intelligent reporting" system for enterprise annual reports has reduced manual reporting by 70%; Foshan, Guangdong Province has explored the implementation of the "Chuangxiangyi" one-stop integrated service innovation government ecosystem, which has facilitated the acquisition of policies for science and technology innovation enterprises and optimized the digital business environment, achieving positive results. The business environment can only be better, not the best. Next, we need to adhere to a problem oriented approach and come up with hard measures. Strengthen technological empowerment. Accelerate the construction of digital government and promote the transformation of government services from "manageable" to "easy, convenient, and intelligent". Strengthen the data sharing mechanism, establish a unified national enterprise electronic license database, and promote full coverage of "certificate free" and "contactless" applications; Promote "AI+" government services, introduce intelligent algorithms in approval, supervision, policy implementation, and other processes to enhance precision service capabilities. Deepen the market-oriented reform of data elements. Establish a data property rights system, improve the data revenue distribution mechanism, and encourage enterprises to participate in data development. Break down the data barriers between government, market, and society, establish unified and transparent data openness standards, clarify the role positioning and behavioral boundaries of government and private enterprises in data openness and sharing, and improve the collaborative mechanism of multi subject data openness and sharing. Strengthen the construction of digital industrial parks, data exchanges, or international big data exchanges guided by the needs of private enterprises. Strengthen the guarantee of the rule of law. Accelerate the construction of supporting mechanisms for the Promotion of Private Economy Law of the People's Republic of China, and strengthen the supply of regulations and systems for new technologies and formats such as digital economy, autonomous driving, artificial intelligence, and low altitude economy. Crack down on digital monopolies and unfair competition, strengthen the protection of trade secrets and algorithms, establish and improve the data intellectual property system, increase punitive damages for infringement, and boost the innovation enthusiasm of enterprises. Establish a new regulatory mechanism that adapts to the development of the digital economy, promote flexible law enforcement models such as "sandbox regulation" and trigger based regulation, encourage innovation while strictly preventing risks.
