Make good use of the "golden key" of agricultural technology

Food security and agricultural technological innovation are becoming the core intersection of national strategic deployment. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly proposed to "accelerate the modernization of agriculture and rural areas, solidly promote the comprehensive revitalization of rural areas", adhere to solving the "three rural issues" as the top priority of the Party's work, and emphasize "improving the comprehensive production capacity and quality efficiency of agriculture". In recent years, the Central Committee of the Communist Party of China has attached great importance to driving high-quality agricultural development through technological innovation, emphasizing the need to strike a "combination punch" of revitalizing the seed industry, tackling agricultural machinery and equipment, and improving the quality of arable land, empowering agricultural modernization with new quality productivity, and ensuring that Chinese people's rice bowls are firmly in their hands. Under the guidance of policies, China continues to promote coordinated research and development in agricultural science and technology, accelerating the emergence of new agricultural productivity and achieving significant results in empowering food security with technology. In 2024, the contribution rate of agricultural scientific and technological progress in China will reach 63.2%, the comprehensive mechanization rate of crop cultivation and harvesting will exceed 75%, the coverage rate of good varieties will exceed 96%, and the national grain yield per mu will increase by 5.1 kilograms compared to the previous year. The contribution rate of yield increase to grain production will exceed 80%. The fertilizer utilization rate of rice, corn, and wheat, the three major food crops, will be 42.6%, an increase of 1.3 percentage points compared to 2022. Various regions are actively exploring agricultural technology development paths that are in line with their own characteristics. For example, Henan focuses on wheat production and promotes the modernization transformation of staple foods through the integration of high-quality seeds, agricultural machinery, and agronomy; Hunan focuses on rice research and innovation to enhance the efficiency and resource utilization of the rice industry chain; Heilongjiang relies on the protection of black soil and modern agricultural technology to achieve digital management of the entire chain of corn and soybean, as well as high-yield and high-quality ecological development. These practices indicate that various regions are using technological strength to solve the important proposition of "storing grain in the ground and storing grain in technology", forming a batch of replicable and promotable typical experiences. In recent years, the government has issued a series of major guiding policies to promote agricultural technological innovation and build a solid foundation for food security. The issuance and implementation of documents such as the National Action Plan for Smart Agriculture (2024-2028), the Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening Rural Reform and Solidly Promoting Comprehensive Rural Revitalization, the Plan for Accelerating the Construction of an Agricultural Strong Country (2024-2035), and the Implementation Opinions on Accelerating the Overall Efficiency of Agricultural Science and Technology Innovation System not only provide guidance for key technological breakthroughs, but also accelerate the integration of science and technology with agricultural production, and provide core support for the cultivation of new quality agricultural productivity and stable and increased grain production. It should also be noted that there are still some shortcomings in the agricultural technology support system. On the one hand, the innovation collaboration mechanism is not yet perfect, and the connection between research institutes, enterprises, and production lines is not smooth enough. The conversion rate of scientific and technological achievements is low, and some achievements still remain at the stage of scientific research papers or experimental fields, and have not fully formed actual productivity. On the other hand, regional development is still unbalanced, with gaps between the eastern and central western regions in terms of research investment, agricultural machinery and equipment level, and digital infrastructure construction. The penetration of new quality productivity in grassroots agriculture needs to be improved, and some regions are facing difficulties in promoting and applying technology. The problem of farmers struggling to fully utilize advanced technology has not been fundamentally solved. Looking towards the future, we should use agricultural new quality productivity as the engine to promote technological innovation to empower food security on a larger scale and at a deeper level. At the industrial level, it is necessary to improve the national agricultural science and technology collaborative innovation system and break down barriers between scientific research and application. Taking the national modern agricultural industry technology system as the driving force, we will promote the joint construction of collaborative research platforms among research institutes, universities, enterprises, and agricultural technology promotion institutions, focusing on key areas such as breeding of high-quality seeds, intelligent agricultural machinery, improvement of farmland quality, and digital agriculture, and establish cross departmental and cross regional collaborative innovation and achievement sharing mechanisms. Coordinate regional scientific and technological layout, increase investment in scientific research funds, talents, and infrastructure in the central and western regions and major grain producing areas, build a number of agricultural science and technology demonstration zones and digital farms, promote the sinking of innovative achievements and high-quality resources to the grassroots level, and narrow the gap in scientific and technological development between regions. At the enterprise level, we need to leverage the innovative leadership and bridging role of business entities. Strengthen the position of leading enterprises as innovation entities, encourage agricultural enterprises to increase research and development investment, and promote the formation of an innovation community that deeply integrates industry, academia, research, and application. Support leading enterprises in building agricultural technology innovation centers and smart agricultural machinery manufacturing bases, improve the mechanism for distributing scientific and technological achievements and protecting intellectual property rights, enable scientific research achievements to be quickly transformed into real productivity, drive small and medium-sized enterprises, family farms, and farmers' cooperatives to jointly improve their technological level, and enhance the resilience and competitiveness of the industrial chain. At the individual level, the focus is on improving farmers' literacy and stimulating endogenous motivation. Establish a sound system for promoting agricultural technology in counties and townships, improve the resident system for science and technology envoys, and promote scientific researchers to provide technical guidance and demonstration services in the fields. Encourage returning college students, family farmers, and key members of cooperatives to become practitioners and promoters of agricultural technology innovation, making agriculture a modern industry with technological content, development prospects, and attractiveness. Empowering agriculture with technology is the only way to build a strong national granary. Making good use of technology as the "golden key" and allowing more innovative achievements to land in the fields and bear fruit will undoubtedly inject a continuous stream of new momentum into building a strong agricultural country.
