As of the end of 2024, the elderly population aged 60 and above in China has reached 310 million, accounting for 22% of the total population. The rigid demand for elderly care services has entered a stage of large-scale and high-speed growth. At the same time, China's elderly care industry is transforming from a single service supply to a comprehensive ecological construction, exploring a modern elderly care service system that is in line with China's national conditions through the deep integration of "medical, elderly care, health, culture, tourism, and finance" from multiple dimensions. The "six dimensional integration" is not simply a superposition, but a construction of a comprehensive and multi-level service ecology with elderly care as the core. Its practical path can be explored from five aspects. Integration of medical care and elderly care: solving the dilemma of medical treatment and care. In response to the dual needs of "medical care" for the elderly, the combination of medical care and elderly care is committed to providing continuous health services. One is to promote the transformation of medical institutions, transforming some secondary hospitals and community health service centers into elderly care centers and palliative care centers, achieving seamless integration of "treatment rehabilitation long-term care"; The second is to support elderly care institutions to embed medical resources, by setting up internal medical rooms and establishing hospital referral mechanisms to solve the problem of elderly people seeking medical treatment in hospitals; The third is to expand home healthcare, relying on family doctor teams to provide home diagnosis and treatment as well as chronic disease management for elderly and disabled people. As of 2024, there are over 7800 medical and elderly care institutions in China that are qualified as medical and health institutions and have registered as elderly care institutions, with a total of 2 million beds. In most areas, the signing rate of family doctors for the elderly population exceeds 80%, effectively alleviating the structural contradiction between difficult medical treatment and difficult care. Integration of health and wellness: from "treating already sick" to "preventing diseases before they occur". The integration of health and wellness focuses on "health as the center" instead of "disease as the center", emphasizing proactive health management. In practice, some regions integrate multiple health service combinations within their jurisdiction to customize personalized plans for elderly residents in the community; There are also community health and wellness stations equipped with intelligent monitoring devices to track blood pressure, blood sugar and other indicators in real time, achieving early warning and intervention of health risks. This model has achieved significant results in reducing the incidence of diseases among the elderly and saving medical resources, gradually forming a virtuous cycle of "prevention care". Cultural and cultural integration: meeting new spiritual and cultural needs. With the satisfaction of basic living needs, the needs of the elderly for social participation, spiritual and cultural development, and self actualization are becoming increasingly prominent. The integration of culture and elderly care is mainly promoted through three types of carriers: first, expanding the supply of elderly education. As of 2023, 76000 elderly universities of all levels and types have been built nationwide, offering courses such as calligraphy, dance, and intelligent technology, serving over 20 million elderly people annually; Secondly, organize activities such as elderly cultural and artistic festivals and cultural performances to enhance the sense of social integration and cultural gain among the elderly; The third is to establish a volunteer service system, encouraging young people (including healthy and energetic elderly) to assist the elderly and disabled, achieving an organic combination of providing for the elderly and ensuring their well-being. Integration of travel and elderly care: Activate new drivers of elderly care services. The integration of tourism and elderly care meets the diverse and high-quality elderly care needs of the elderly through regional collaboration and resource integration. For example, northern provinces have cooperated with Hainan, Yunnan and other places to launch the "Winter South Summer North" migratory bird style elderly care route; Some scenic spots are developing elderly friendly slow travel and health products, as well as supporting medical and insurance services. At the same time, national travel and elderly care service platforms have been gradually established, integrating resources from multiple institutions and providing standardized one-stop services. This not only revitalizes regional resources but also enhances the experience and mobility of elderly care. Integration of financial and elderly care: Building a solid industrial development guarantee network. Financial support is the key to the sustainable operation of the elderly care service system, and the core is to build a diversified and collaborative funding supply mechanism. One is to develop universal health insurance such as "Hui Min Bao" to alleviate the pressure of elderly people's medical self payment; The second is to innovate pension financial products, launch pension wealth management and exclusive commercial pension insurance, and help elderly people achieve long-term stable asset appreciation; The third is to explore mutual aid models such as "time banks", store and exchange volunteer service hours for future services, and establish an endogenous elderly support network in the community. The "six dimensional integration" transformation of China's elderly care industry is an inevitable choice to cope with population aging and an important practice to promote the modernization of national governance. Although the current relevant practices have achieved significant results, they still face challenges such as uneven allocation of resources, shortage of professional talents, and imperfect standard systems. It is necessary to make efforts from both theoretical and policy perspectives. At the theoretical level, it is necessary to deepen research on collaborative governance and clarify the boundaries of power and responsibility among government, market, society, and families. The government sets standards and sets bottom lines, the market provides diversified services, social forces make up for shortcomings, and families take on basic care, forming a diversified governance pattern; Simultaneously pay attention to regional differences and design differentiated integration paths for different situations in urban and rural areas, as well as the eastern and western regions. At the policy level, the focus is on promoting three tasks: first, improving laws and regulations, clarifying the admission standards, service norms, and regulatory mechanisms for elderly care services, and providing legal guarantees; Secondly, we will strengthen talent cultivation and attract nursing and rehabilitation professionals to join the field of elderly care through policies such as subsidies and professional title evaluations; The third is to promote technological empowerment, encourage the research and development of aging friendly intelligent devices, establish a national unified elderly care service information platform, and improve service efficiency and accuracy.
