Recently, staff from the Discipline Inspection Commission and Supervision Commission of Lushi County, Henan Province, visited Shiduan River Village in Xujiawan Township to investigate the management of collective "three funds" in the village. The feedback from the public was that "through the village's" three funds "intelligent supervision platform, detailed information on village funds, assets, and resources can be seen anytime and anywhere on mobile phones, and management has become more standardized." Rural collective "three funds" are an important material foundation for developing collective economy and achieving rural revitalization. The Discipline Inspection Commission and Supervisory Commission of Lushi County, together with agriculture and rural areas, finance, auditing and other departments, conducted in-depth research on the front line and found that some village committee funds and village collective economic organization funds have problems such as cross storage and irregular management. Based on the requirement of "separately accounting and managing the funds, assets, and resources belonging to collective economic organizations, and controlling and solving problems from the source", the Discipline Inspection and Supervision Commission of the county has organized and promoted relevant departments to develop and establish a smart supervision platform for rural collective "three assets" in accordance with the overall idea of "one network management, one screen overview, openness and transparency, and convenience and speed". The platform includes modules such as financial disclosure, financial management, property rights trading, online payment reporting, contract management, monitoring and early warning, and new business entities. The financial management module integrates data from 8 system modules, which can visually present the funds, assets, resources, and operating income of the entire county and each village. Village officials can enter accounts and submit payment approvals through a mobile app. Villagers can access detailed information on funds, assets, resources, and contracts within the village through the app. If they have any questions, they can leave a message or report them. The platform solidifies key business processes such as financial approval, asset disposal, and resource trading in the system, clarifies permissions, sets rules, and enforces traceability, effectively eliminating personal and confused accounts, and ensuring that the village collective's' three funds' operate in the sunshine. ”The relevant person in charge of the county's discipline inspection and supervision commission introduced that by building a full process supervision loop of "data collection, automatic comparison, intelligent verification, abnormal screening, and warning push", the platform conducts real-time verification and screening of information such as fund transaction vouchers, asset leasing contracts, and resource transaction records, automatically identifies abnormal situations such as fund misappropriation, asset encroachment, and illegal transactions, and realizes the closed-loop supervision and monitoring warning of "three funds". The county's discipline inspection and supervision commission has strengthened platform monitoring and early warning applications, integrating supervision, case handling, and governance. By issuing disciplinary inspection and supervision proposals, reporting typical cases, and organizing warning education conferences, it has strengthened warning education for village cadres and promoted the management of village collective "three assets" into a benign development track of "avoiding corruption risks, stabilizing collective income, sustained fiscal revenue, increasing labor income for the masses, efficient utilization of resources, reducing costs and increasing efficiency for enterprises, and industrial transformation and upgrading".
