The short video of 'Tape Measure Brother' contains algorithms for urban governance

Recently, a Shenzhen citizen who was jokingly referred to as the "tape measure brother" by netizens has become popular. Since March 2023, the "Tape Brother" has been shuttling around the streets and lanes of Shenzhen, checking the quality of public facilities with tape, and releasing more than 1000 short videos related to public facilities on the "inter-bank buyer" account of Tiktok, including cracked manhole covers, raised sharp metal objects, loose bricks, unreasonable design of road junctions, overpasses not fully considered, etc. Most short videos quickly receive follow-up measures, and relevant departments promptly rectify, repair, or remove them. Some even work overnight and solve the problem the next day. The "Tape Brother" in Shenzhen became popular on the Internet, which reminds people of the deeds of Gong Canning, a citizen of Fuzhou, Fujian Province: since last April, Gong Canning has released several short videos on his Tiktok account "Gong Canning National Supervision", reflecting the hidden dangers of projects on the municipal roads. Driven by him, many fans have contributed to him to reflect similar problems. Gong Canning received positive responses to almost all the clues provided by his Tiktok account. Together with his fans, he helped citizens and participated in urban governance. He also gained a great sense of achievement. The 'tape measure brother' used short videos to reflect issues such as the quality of public facility construction, safety hazards, and unreasonable design, which quickly attracted the attention of functional departments and were properly resolved. Many netizens are curious: how was so much content on the account discovered in a timely manner? Where does the speed of 'possibly releasing today and resolving tomorrow' come from? This is because the short videos released by 'Tape Measure Brother' contain exquisite algorithms for urban governance. The first algorithm: Government functional departments (as well as relevant public and professional institutions) establish a relatively complete "monitoring processing feedback" mechanism for livelihood issues, which can actively respond to the concerns of netizens and citizens, and promote the resolution of urgent and difficult problems for the masses. It is reported that last year, Shenzhen began to explore the mechanism of "handling without complaint first", and actively cut into more than 40 mainstream Internet platforms, including Tiktok. At present, it has actively found 170000 clues. The person in charge of the Shenzhen Municipal Government Service and Data Management Bureau explained, "There is no 'leader who watches accounts', but Shenzhen has a platform and mechanism that focuses on people's livelihood issues." The second algorithm: Short video platforms recommend videos related to public facility issues to interested users, causing greater public attention to the relevant issues, and then recommending the solutions of functional departments to users. As an effective form of platform participation in governance, the algorithm recommendation of the platform enables both micro case handling and macro urban governance to be fully disclosed, upgrading government transparency and urban governance from "written notices" to "visual dissemination", making government feedback content more visible to more people, and facilitating citizen participation and supervision. In this process, the more precise and accurate the platform's algorithms are, the more conducive it is to promoting meticulous and continuous improvement in case handling and urban governance. The third algorithm: More and more citizens are like "tape measure guys", picking up their phones and casually taking pictures of clues related to issues, and then posting them on their platform accounts to promote the attention and resolution of related problems and issues. This effectively lowers the threshold for citizens to participate in and supervise public affairs, is a beneficial supplement to existing channels for government feedback and information disclosure, and is also a positive incentive for citizens to participate in urban governance. The platform algorithm recognizes positive feedback from netizens, recommends it to more users, stimulates more citizens' enthusiasm for participation, and makes participating in urban governance a perceptible and communicable social value behavior. The urban governance algorithms contained in the short video "Tape Measure Brother" have rich implications for expanding citizens' orderly participation and improving grassroots social governance. Each region should establish a sound mechanism for soliciting public opinions and suggestions according to local conditions, improve a scientific and effective incentive system for "golden ideas", form a positive feedback effect, and fully mobilize the initiative and enthusiasm of the masses to participate. May more and more citizens learn from Shenzhen's "tape measure brother" and Fuzhou's Gong Canning, establish a sense of ownership, strive to be supervisors, participants, and promoters of grassroots social governance, and work together to create a grassroots governance model of "everyone has a responsibility and everyone fulfills their duties", achieving a two-way journey between people and the city, and between people and society.
