October 24th this year marks the 80th anniversary of the entry into force of the United Nations Charter. On the same day, the United Nations Security Council held an open debate on "Looking Forward to the Future of the United Nations". Chinese Permanent Representative to the United Nations Fu Cong spoke at the meeting, pointing out that the global governance initiative proposed by Chinese leaders has strong guiding significance for the future development of the United Nations. Fu Cong said that 80 years ago, humanity emerged from the devastation of World War II and, with the ideal of "saving future generations from the ravages of war", joined hands to establish the United Nations. This is an important decision jointly made by the international community, and history has opened a new chapter since then. The United Nations has become the most universal, representative, and authoritative intergovernmental international organization. Multilateralism has become a broad consensus, and the purposes and principles of the United Nations Charter have deeply penetrated people's hearts. The United Nations has made indelible contributions to world peace and development. Fu Cong stated that 80 years later today, the beautiful vision depicted in the United Nations Charter has not yet been realized. The world has entered a new period of turbulence and change, with various global challenges emerging one after another. The global governance system is facing severe challenges, and the United Nations is also at a crossroads where to go. At this historical juncture, Chinese leaders solemnly put forward the global governance initiative, profoundly answering the major issue of "what kind of global governance system to build and how to reform and improve global governance", and proposing Chinese solutions on how to solve the increasingly expanding global governance deficit and promote the construction of a more just and reasonable global governance system. The Global Governance Initiative, which is in line with the purposes and principles of the United Nations Charter, aims to promote closer unity and cooperation among the international community, more effectively respond to the challenges of the times, and has strong guiding significance for the future development of the United Nations. ——The United Nations should advocate a common, comprehensive, cooperative, and sustainable security concept, promote respect for each other's reasonable security concerns among countries, replace military aggression with dialogue and consultation, and overcome factional confrontation with unity and cooperation. The Security Council should fully utilize the tools provided by the United Nations Charter and effectively shoulder its primary responsibility for maintaining international peace and security. ——The United Nations should place development at the core of the international agenda and accelerate the implementation of the 2030 Agenda for Sustainable Development; Adhere to the principle of common but differentiated responsibilities and promote the effective implementation of the Paris Agreement; Adhere to the principle of putting people first, promoting technology for good, and ensuring fairness and inclusiveness, and support the United Nations in playing the main channel role in global governance of artificial intelligence. ——We must adhere to true multilateralism, jointly formulate international rules, jointly govern global affairs, and share development achievements on the United Nations platform. We need to follow the historical trend of the collective rise of the global South and enhance the voice and representation of developing countries, especially small and medium-sized countries. ——The United Nations should firmly embrace self reform and adapt to the needs of the times. Efforts should be made to improve operational efficiency and performance capabilities, consolidate the status of the United Nations through work achievements, and revitalize the authority of the United Nations. Fu Cong emphasized that the United Nations is standing at a new historical starting point. China is willing to work with other countries to uphold the lofty ideals of the United Nations, firmly maintain the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, and forge ahead towards the goal of building a community with a shared future for mankind.
