Cracking the bottleneck of the development of new energy storage industry

New energy storage is an important technology and basic equipment to support the new power system, a core element to achieve the "dual carbon" goal, and a strategic choice to cultivate new quality productivity in the energy field and enhance international competitiveness. The National Development and Reform Commission and the National Energy Administration recently jointly issued the "Special Action Plan for the Large scale Construction of New Energy Storage (2025-2027)", which proposes that by 2027, new energy storage will basically achieve large-scale and market-oriented development, with technological innovation level and equipment manufacturing capability ranking among the top in the world. The market mechanism, business model, and standard system will be basically mature and sound, and a diversified energy storage system that adapts to the stable operation of the new power system will be initially established, forming a comprehensive pattern of overall planning, diversified complementarity, and efficient operation, providing strong support for the green transformation and development of energy. At present, with the deep adjustment of the global energy pattern and the accelerated transformation of China's energy structure, the development of new energy storage has become an inevitable path to enhance the power grid regulation capacity, promote efficient consumption of new energy, ensure energy security, and promote high-quality energy development. Since the 14th Five Year Plan, new energy storage has been running at a "Chinese speed". As of the end of June 2025, the installed capacity in China has reached 94.91 million kilowatts, an increase of nearly 30 times in five years, accounting for over 40% of the global total installed capacity. The technological roadmap is becoming increasingly diverse, expanding from lithium batteries to multiple matrices such as compressed air and liquid flow. Projects with energy storage time of 2 to 4 hours account for over 70% of installed capacity, and projects with long-term energy storage time of 4 hours or more account for over 15%. The 300 MW salt cavern compressed air energy storage power station in Yingcheng, Hubei has been connected to the grid for operation, significantly improving system efficiency and localizing key equipment. The application scenario presents the characteristics of "base based power supply, regionalization of power grid, and diversification of user side". The large-scale and multi form energy storage peak shaving system constructed in Jiangsu has a maximum peak shaving power of 10 million kilowatts, effectively enhancing the power grid regulation capability. The business model continues to innovate, and the "capacity leasing+ancillary services" model is gradually becoming a trend. It should also be noted that the development of the new energy storage industry still faces multiple challenges. On the technical level, structural contradictions are prominent, and the high proportion of lithium batteries and the shortcomings of long-term energy storage technology coexist, making it difficult to support large-scale consumption of new energy. In terms of market mechanism, the capacity pricing mechanism still needs to be improved, the price signal guidance in the electricity spot market is insufficient, and the release of diversified value is hindered. In the field of safety fundamentals, the risk of thermal runaway in electrochemical energy storage has not been fundamentally controlled, and technical standards and management systems urgently need to be established. In the industrial and supply chain links, the ability to independently guarantee key materials is weak, and the recycling system for retired batteries is not yet sound. The above challenges urgently need to be systematically addressed through technological innovation, improving mechanisms, and strengthening supervision. Strengthen technological innovation and break through the bottleneck of new energy storage development. Systematically layout national level science and technology projects, promote "unveiling the list and leading the way", and focus on tackling key technologies such as improving long-term energy storage efficiency and intrinsic safety prevention and control. Give full play to the leading role of leading enterprises, establish industry university research and application innovation consortia, and promote equipment research and development and achievement transformation. Layout extreme environment empirical bases in resource rich areas such as Qinghai, carry out parallel comparative verification of multiple technological routes, and rely on big data platforms to achieve data sharing. Provide policy support for the first set of cutting-edge technology equipment, reduce costs, enhance resilience, and strengthen the independent and controllable ability of industrial chain security. Establish a sound market mechanism and build a sustainable business model. Clarify the independent market entity status of new energy storage, pilot the transitional plan of "capacity leasing+peak shaving subsidy" in areas where the spot market is not yet perfect, and improve the linkage of electricity prices. Accelerate the construction of a diversified revenue system of "capacity electricity price+electricity price+auxiliary services", expand the peak valley price difference, and introduce auxiliary service varieties such as climbing and rotational inertia. Innovate application scenarios and regulation methods to enhance the level of invocation. Promote the linkage between green power trading and energy storage and discharge capacity, and achieve the manifestation of environmental rights and interests. Encourage the joint operation and sharing mode of "new energy+energy storage" to support the efficient operation of the new power system. Improve the governance system and build a solid foundation for industrial security. Accelerate the construction of a full chain governance framework covering "safety control - capacity regulation - recycling - standard guidance". Implement full lifecycle safety management and promote the traceability of "battery passports". Relying on the unified national market, improving production capacity warning, establishing a dynamic monitoring and utilization index system for filing, strengthening investment guidance, and avoiding inefficient and redundant construction. Establish a mandatory responsibility system for the recycling of retired batteries, enhance material recycling, and ensure the safety of key mineral supply chains. Optimize industrial layout and expand international cooperation space. Layout national level industrial clusters in suitable regions such as Northwest and East China, guide factor aggregation, and form a leading and coordinated industrial pattern. Deepen the "the Belt and Road" co construction of national energy storage cooperation, give play to the role of multilateral and bilateral mechanisms between governments, promote technical exchanges and equipment "going global", encourage enterprises to layout overseas energy storage projects, establish a Chinese energy storage industry alliance, strengthen risk management and control, and help the industry to "go global" steadily. Actively leading the formulation of international standards in core areas such as grid based energy storage, promoting international mutual recognition of certification, and leading the high-quality development of the industry with high standards.
