The Ministry of Industry and Information Technology launches a special action on "millisecond computing" in urban areas

In order to implement the requirements of the "Action Plan for High Quality Development of Computing Infrastructure" and enhance the efficient transportation capacity of computing power, the General Office of the Ministry of Industry and Information Technology recently issued the "Notice on Carrying out the Special Action of 'Millisecond Computing' in Urban Areas" (hereinafter referred to as the "Notice"). The Notice proposes to use special actions as a driving force to drive all parties in the industry to focus on smooth millisecond computing channels, and to promote the construction of millisecond computing networks in a hierarchical manner nationwide. By 2027, a metropolitan millisecond computing network capability system with full coverage and efficient and smooth operation will be basically formed. It is reported that the special action will focus on the development of computing power networks, building a high-speed, high-capacity, low latency, and ubiquitous metropolitan area network, providing millisecond level computing power resource network access capability within the metropolitan area, that is, realizing millisecond interconnection of computing power centers for infrastructure (lt; 1 millisecond), millisecond access of computing power resources for key locations (lt; 1 millisecond), and millisecond achievable computing power application for application terminals (network latency lt; 10 milliseconds). Focusing on the "millisecond computing" in urban areas, the "Notice" proposes three specific actions. One is to promote the "millisecond interconnection of computing power centers" and strengthen the implementation of innovative technologies. Improve the interconnection network architecture between computing centers, guide the computing center to improve the network layout of metro computing centers, optimize the network hierarchy and interconnection topology of metro computing centers, and achieve the one-way interconnection delay of optical layer between medium-sized and above computing centers in metro areas less than 1 millisecond by 2027. Accelerate the deployment of high-performance networks between computing power centers, orderly promote the application of high-speed optical transmission system equipment such as 400Gbps and above in urban areas, and all-optical crossover. By 2027, achieve a deployment rate of no less than 50% for 400Gbps at the export of medium-sized and above computing power centers in urban areas, and a deployment rate of no less than 50% for all-optical crossover at important sites in urban areas. Carry out the verification of innovative network technologies between computing power centers, promote the verification and implementation of innovative network technology solutions and new network protocols between computing power centers, accelerate the research and verification of technologies such as all-optical high-speed and high-capacity lossless transmission, task-based scheduling, computing network operation and maintenance intelligent agents, and wide area lossless networks, and further enhance the efficiency of integrated computing network operations. The second is to promote the "millisecond access of computing resources" and create a millisecond computing base. Improve the layout of computing power access networks in key locations, promote the deployment of optical network equipment to user sides such as comprehensive access points and industrial parks, accelerate the widespread coverage of all-optical networks, and build millisecond level low latency hop in computing capabilities in urban areas. Promote the validation of new technologies in the computing network, carry out the validation of new technologies such as small particle optical transport network (OTN) and deterministic network, and guide basic telecommunications enterprises to upgrade the experience of computing dedicated line services. Conduct an assessment of the millisecond access capability of computing power resources, establish a monitoring mechanism for the 1-millisecond latency circle coverage capability of medium-sized and above computing power centers in urban areas, and achieve a 1-millisecond latency circle coverage rate of no less than 70% for urban computing power by 2027, creating a high-quality millisecond computing base. The third is to promote the "millisecond reach of computing power applications" and enhance the application interaction experience. Optimize the network latency from the computing power application terminal to the server, promote technological innovation in network networking solutions and protocols within the computing power center, optimize the communication efficiency of artificial intelligence training and inference, promote the deployment of technologies such as all-optical switching (OCS) and optoelectronic fusion networking in the computing power center, and improve the network performance of the computing power center. By 2027, promote the unidirectional network latency from the computing power application terminal to the computing power center server to be less than 10 milliseconds. Enrich the integration of computing and network services, focus on key industries such as manufacturing, finance, transportation, healthcare, education, and entertainment, encourage basic telecommunications enterprises to combine differentiated computing needs, launch customized computing and network integration service packages, provide flexible and inclusive computing and network service capabilities, support the improvement of typical computing power application interaction experiences such as industrial quality inspection and auxiliary diagnosis, and promote high-level empowerment of new industrialization by artificial intelligence. To ensure the smooth progress of the special action, the Notice puts forward specific work requirements from four aspects: action initiation, mid-term evaluation, effectiveness summary, and organizational support. It is reported that the communication management bureaus of each province, autonomous region, and municipality directly under the central government will work with the competent departments of industry and information technology to select prefecture level cities (including subordinate districts and counties of municipalities directly under the central government) with dense computing resources, good network infrastructure, and urgent demand for computing applications as the implementation areas for special actions, with a total number not exceeding three. The Ministry of Industry and Information Technology will evaluate and summarize the implementation of the action, release the list of completed special actions and their effectiveness. (New Society)
