Seven departments jointly issue document to deepen the innovation and development of service-oriented manufacturing

Recently, seven departments including the Ministry of Industry and Information Technology issued the "Implementation Plan for Deepening the Innovation and Development of Service oriented Manufacturing (2025-2028)" (hereinafter referred to as the "Implementation Plan"). The Implementation Plan proposes to strengthen the construction of new information infrastructure, deepen the integrated innovation and large-scale application of "5G+industrial Internet", lay out computing infrastructure on demand, accelerate the integrated application of computing and industry, and promote the integrated innovation of artificial intelligence technology and service-oriented manufacturing. Service oriented manufacturing is a new industrial form that is guided by customer needs and supported by digital technology. Through innovative optimization of production organization forms, operational management methods, and business development models, it deeply embeds services into the entire life cycle and various links of manufacturing products, extends the industrial chain, reshapes the value chain, builds a new ecosystem, and achieves the integrated development of manufacturing and services. With the accelerated iteration, upgrading, and application expansion of the new generation of information technology, the development of industrial integration continues to deepen, and service-oriented manufacturing has become an important direction for the development of the manufacturing industry. The Implementation Plan specifies that by 2028, an upgraded version of service-oriented manufacturing will be created, 20 standards will be formulated, 50 leading brands will be established, 100 innovation and development highlands will be built, typical models of service-oriented manufacturing will be widely popularized, and new models will continue to emerge, providing strong support for promoting the deep integration of informatization and industrialization and accelerating the construction of a modern industrial system. The Implementation Plan deploys seven main tasks, including strengthening key common technology research and mode innovation, cultivating and strengthening key productive service industries, promoting the promotion and application of service-oriented manufacturing models by classification, advancing the construction of standard systems, stimulating the development vitality of business entities, creating a highland for innovative development of service-oriented manufacturing, and consolidating the foundation for the development of service-oriented manufacturing. In cultivating and strengthening key productive service industries, the Implementation Plan proposes to promote the combination of industrial design and digital intelligence technologies such as artificial intelligence, develop software and information services, accelerate the development of basic software and industrial software, and systematically cultivate solution and service providers for digital transformation scenarios in key industries. Guide manufacturing enterprises and information service institutions to innovate information service content, promote platform based and component-based industrial Internet industry system solutions, promote the development and application of intelligent expert services, and enhance the security assurance capability of information services. In the promotion and application of service-oriented manufacturing models, the Implementation Plan proposes to increase the development of service-oriented manufacturing in key industries, and promote the consolidation and improvement of the advantageous positions of industries such as new energy vehicles, engineering machinery, and communication equipment. In the part of strengthening the development base of service-oriented manufacturing, the Implementation Plan proposes to strengthen the construction of new information infrastructure, deepen the integration, innovation and large-scale application of "5G+industrial Internet", layout computing infrastructure as required, and accelerate the integration and application of computing and industry. Increase the supply of industrial data elements, promote data resource utilization, assetization, and elementization, and build a batch of high-quality industry datasets. Promote the integration and innovation of artificial intelligence technology and service-oriented manufacturing, and guide the layout and application of general large-scale models, industry large-scale models, and intelligent agents in key scenarios. Enhance network and data security capabilities. The Implementation Plan also deploys three special actions, including implementing the Shared Manufacturing Cultivation and Enhancement Action, promoting the construction of shared manufacturing platforms and shared factories, and enhancing online, digital, and intelligent inspection and testing capabilities; Carry out the action to enhance the service-oriented manufacturing brand, cultivate and build leading enterprises and brands in service-oriented manufacturing, strengthen brand evaluation and promotion; Carry out innovative demonstration actions for integrated application scenarios, promote a number of "digital three product" application scenarios, and accelerate the digital integration application of the consumer goods industry.
