Relaxing the application age for the national civil service examination and setting a direction for society
2025-10-15
According to media reports, the age limit for applying for the national examination has been relaxed. According to the announcement of the 2026 examination and recruitment of civil servants by central government agencies and their directly affiliated institutions, the age of applicants is generally 18 years old or above and 38 years old or below (born between October 1986 and October 2007). For 2026 master's and doctoral students, the age limit is relaxed to 43 years old or below (born after October 1981). Previously, the age requirement for general applicants in the national examination was 35 years old, while the age requirement for fresh master's and doctoral candidates was 40 years old. It can be seen that this year's national examination has raised the overall age limit by 3 years. The relaxation of age restrictions for civil service and career recruitment is a major trend, and Sichuan, Shanghai, Jiangsu and other places have also relaxed the age limit for civil service and civil service examinations. Nowadays, with the changes made in the national examination, it means that this orientation will shift from "local exploration" to "national consensus". Objectively speaking, in recent years, there has been a heated discussion about various age restrictions in the workplace, especially the "35 year old threshold". Many times, the age of 35 is often seen as an invisible dividing line, and many job seekers are either blocked or hit the ceiling of promotion. Employers often explain this as "energy" and "knowledge structure", but the rationality of this threshold has become increasingly questionable. According to statistics from the Ministry of Education, the current population receiving higher education in China has reached 240 million, and the average length of education for new labor force is 14 years. This means that many workers have higher education levels and are no longer young when they first enter the workforce. Strictly limiting the age of 35 can lead to premature limitations in people's career development. Many people are passively excluded from opportunities before reaching the maturity stage of their professional abilities, which wastes a large amount of systematically educated talent resources and can easily lead to age anxiety and workplace anxiety at the social level. At the same time, gradual delayed retirement is being implemented nationwide. In this context, the overall career of workers is extending, so the admission standards for the workplace and public positions should be more flexible. And now that the national civil service examination has officially relaxed the application age, it can also be seen as a response - it indicates that the public sector is taking the lead in breaking the concept of "age is the threshold" and providing a demonstration sample for the social employment system. The civil service examination has considerable credibility and exemplary value in the minds of the public, and has always had a guiding significance. Its reform often has a guiding effect on a wider employment system. When the age limit for the national examination is adjusted and the application threshold is relaxed, it not only conveys the importance of individual fairness, but also guides the concept of social employment: encouraging all types of employers to re-examine the recruitment inertia of "youthfulness" and "standardization", and shift from a single "age indicator" to considering comprehensive qualities such as ability, experience, and potential. Of course, on the one hand, people are happy to see this relaxation, but on the other hand, it should also be noted that eradicating unreasonable age restrictions requires efforts at the level of the rule of law. For example, some analyses have pointed out that in China's current legal system, the Labor Law clearly stipulates that workers shall not be discriminated against in employment based on their ethnicity, race, gender, or religious beliefs. On the basis of the four prohibited situations mentioned above, the Employment Promotion Law adds the word "etc." to cover other possible discriminatory situations, expanding the scope of legal recognition of employment discrimination, but this still does not directly mention age. Therefore, during this year's National People's Congress and Chinese People's Political Consultative Conference, some National People's Congress deputies proposed to "explicitly include the prohibition of age discrimination in employment in the Labor Law and Employment Promotion Law", which has attracted high attention. However, there is still a lot of room for discussion on how to implement age restrictions into enforceable laws, and how to accurately distinguish between "job demands" and "employment discrimination", and society's opinions on this are still in a unified process. Anyway, relaxing the age limit for national exams is a policy signal release. The public sector takes the lead in setting an example and promoting a change in mindset, which not only lays the foundation for public discussion but also explores the legal framework. People also hope that through the changes in the standards for civil service examination and civil service examination, the direction can be further clarified at the institutional level in the future, forming a more transparent, reasonable, and ability oriented talent evaluation mechanism, so that age is no longer an implicit threshold between workers and opportunities.
