Stimulating the potential of household service consumption

Recently, nine departments including the Ministry of Commerce and the National Development and Reform Commission jointly issued the "Several Policy Measures on Expanding Service Consumption", once again sending a clear signal of stabilizing growth and promoting people's livelihoods. According to data from the National Bureau of Statistics, the per capita service consumption expenditure of residents in China in 2024 was 13016 yuan, an increase of 7.4% over the previous year, accounting for 46.1% of the per capita consumption expenditure of residents. Service consumption is an important measure to promote the improvement of people's livelihoods, and household service consumption is an important component of it. From Beijing's widespread promotion of household services in communities, to Shanghai's implementation of "embedded elderly care in communities," to Zhejiang's advocacy for inclusive childcare, explorations in various regions have provided vivid practices for unleashing the potential of household service consumption. Family service consumption covers multiple fields such as education, healthcare, elderly care, childcare, culture, tourism, etc. It is the most specific and intuitive sense of gain for the people, demonstrating their longing for a better life; At the same time, it has enormous potential to unleash domestic demand and solidify the foundation of economic growth. If fully developed and utilized, it will drive trillions of yuan in new demand; In addition, it can also promote industrial upgrading, cultivate new driving forces for economic development, drive the development of emerging industries such as health and wellness, cultural tourism, sports and fitness, and digital services, forming new growth points and employment spaces; In the long run, it is also of great significance for improving the level of equalization of public services, especially in areas such as childcare, elderly care, and home economics. It can not only reduce the burden on families but also enhance the overall well-being of society. Stimulating the potential of household service consumption is not only a practical need to expand domestic demand, but also a strategic choice to improve people's livelihoods, promote industrial upgrading, and promote social equity. To promote the improvement and expansion of household service consumption, the key lies in improving institutional supply and breaking through bottlenecks. Optimize the supply system and enhance the ability to provide high-quality services. Continuously relaxing market access for the service industry, encouraging social capital to enter different fields such as education, healthcare, elderly care, and childcare, and forming a diversified supply pattern. Establish sound industry standards and credit systems, promote standardized and specialized development of services such as home economics and elderly care. Increase investment in public service facilities in the central and western regions and counties, and promote the sinking of high-quality resources. For example, the "community embedded elderly care" model explored in Shanghai highlights the characteristics of miniaturization, proximity, and comprehensiveness, which not only meets the needs of home-based elderly care, but also improves service accessibility and balance, providing reference for promotion in more regions across the country. Expand demand space and lower the threshold for household consumption. Establish a sound system of paid leave and flexible leave, and create more time for service consumption. Improve the long-term care insurance system, expand the coverage of universal childcare services, and alleviate the economic pressure on families. We will promote the equalization of basic public services, and gradually break down the barriers to registered residence, so that migrant families can have fair access to education, medical care, childcare and other services. For example, in some areas of Beijing, a review mechanism for compulsory education enrollment materials for children of registered residence age who are not in the city will be established to gradually expand the accessibility of public education resources. Strengthen financial and fiscal support, and improve payment guarantee mechanisms. Encourage financial institutions to develop specialized credit and insurance products for education, elderly care, and childcare, and innovate consumer finance tools. Improve the special additional deduction policy for personal income tax, and include expenses such as childcare, long-term care, and health management in the deduction scope. Explore the combination model of "government subsidies+financial support+merchant discounts" to reduce household consumption costs. For example, Hangzhou, Zhejiang has effectively reduced the burden on families and received positive social feedback through the distribution of childcare vouchers and the construction of inclusive childcare institutions. In addition, it is necessary to enhance governance capabilities and optimize the consumption environment. Establish a sound hierarchical and classified supervision mechanism, implement differentiated management for industries such as education and training, elderly care, and home services, to prevent chaos and avoid a one size fits all approach. Utilize big data and information technology to improve the level of service consumption statistics and monitoring, and enhance the accuracy and foresight of policy formulation. Strengthen departmental collaboration, form policy synergy, and ensure the effective implementation of reform measures. Family service consumption not only connects the well-being of the people, but also carries new momentum for economic development. To accelerate the potential of this field, we need to not only ensure smooth institutional supply and fill the gaps in public services, but also innovate financial and fiscal support, optimize the consumption environment, and promote families to gain more happiness and security in related services through reform. It can be foreseen that with the continuous implementation of a series of policy measures, China's household service consumption will usher in a new stage of quality improvement and expansion.
