The development of China's intelligent economy has entered a new stage

Currently, artificial intelligence is transitioning from technological breakthroughs to large-scale applications, becoming a core force in reshaping the economic and social landscape. Recently, the issuance of the State Council's "Opinions on Deepening the Implementation of the" Artificial Intelligence+"Action" (hereinafter referred to as the "Opinions") marks a new stage of "systematic layout, comprehensive penetration, and ecological co construction" in the development of China's intelligent economy. This also promotes the transformation of artificial intelligence from instrumental applications to deep reshaping of various fields of the economy and society, forming a Chinese characteristic development path driven by scenarios, ecological collaboration, and governance innovation, providing a core engine for cultivating new quality productivity. The logic of the times: The historical leap from technological experimentation to value creation. Currently, there is a critical turning point in the global artificial intelligence industry from the "technology explosion period" to the "value creation period". In this process, China not only faces the "last mile" challenge of technology landing, but also has unique advantages such as abundant scenery and a complete industrial system. From the perspective of technological evolution, large models have acquired the ability to handle complex problems, and intelligent agents have achieved a leap from "understanding" to "action", solving the gap between algorithms and practical applications. From the demand side, the combination of multiple demands such as the transformation and upgrading of traditional industries, the improvement and expansion of consumer markets, and the enhancement of public governance efficiency have pushed the application of artificial intelligence to enter a "critical point of explosion". However, the sweet spot between technology and demand has not yet been fully formed. There is a formalism of "AI for AI's sake" in some fields, and there is a "language barrier" between technology supply and industry demand. Issues such as data silos, computing power costs, and lack of standards constrain the release of efficiency. The Opinion aims to break through these bottlenecks through top-level design, promoting the leap of artificial intelligence from "fragmented applications" to "systematic penetration" and from "technological innovation" to "productivity transformation". China's Path: Collaborative Innovation of Scenarios, Ecology, and Governance. The development of global artificial intelligence presents a diverse path: the United States focuses on technological leadership and standard leadership, the European Union emphasizes risk management and ethical norms, while China's "Opinions" demonstrate a characteristic path of "using scenarios as soil, ecology as support, and governance as guarantee". This path fully leverages the advantages of China's abundant data resources, complete industrial system, and broad application scenarios, transforming the "scale advantage" into a "system advantage". (1) Scenario driven: from "market advantage" to "technological definition power". China has the world's largest and most diverse application scenarios: cultivating intelligent terminal demand in a super large scale consumer market, providing intelligent manufacturing scenarios in a complete industrial system, and stimulating the demand for intelligent governance in complex social governance. The Opinion adopts an open scenario of "government guidance+market leadership", such as "promoting government departments and state-owned enterprises to open scenarios to support technology implementation", allowing technology to iterate and optimize in real scenarios. This positive cycle of "scenario technology" can not only rapidly improve application maturity, but also define the direction of technology in reverse - not following foreign technology routes, but based on the demand for "customized innovation" in Chinese scenarios, and thus compete for global technology definition rights. (2) Ecological synergy: from "single point breakthrough" to "system competitiveness". The Opinion emphasizes the cultivation of intelligent native enterprises and the creation of an artificial intelligence application service chain, promoting the formation of an ecological pattern of "leading enterprises driving, unicorns rising, specialized and innovative rooting, and startups emerging". (3) Governance innovation: from "passive response" to "active leadership". In the face of the changes in employment structure, ethical risks, and security challenges brought about by artificial intelligence, the "Opinions" propose a governance approach of "dynamic agility and diverse collaboration": in terms of employment, "enhance employment creation effects and mitigate employment substitution effects", and achieve labor force transformation through skills training and new career cultivation; In terms of ethics, "building ethical rules that are compatible with technological evolution" to avoid "one size fits all" restrictions on innovation; In terms of global governance, we will jointly build an artificial intelligence global governance system and promote inclusive sharing. This "inclusive and prudent" governance model provides a new paradigm for global intelligent era governance. The issuance of the "Opinions on Building a New Ecology of Intelligent Economy" marks a new stage of China's artificial intelligence development from "technological catch-up" to "ecological leadership", providing a core engine for cultivating new quality productivity and promoting high-quality development. The strategic inspiration is that in terms of strategic positioning, "artificial intelligence+" needs to be regarded as a key variable for reconstructing the production function. Intelligent technology is not only a tool, but also a "multiplier factor" that changes the combination of production factors - through the integration of data, computing power, and algorithms, it promotes economic growth from "factor driven" to "innovation driven". On the implementation path, it is necessary to adhere to "two-way empowerment" and "systematic thinking". Technological innovation and application landing are not in a sequential relationship, but in a symbiotic relationship: application demand drives the direction of technological breakthroughs, and technological breakthroughs expand application boundaries; At the same time, it is necessary to coordinate multiple dimensions such as technology, industry, security, and governance to avoid the risk of imbalance caused by "single point breakthrough". In global cooperation, it is necessary to practice the development concept of "inclusive sharing". Through the "Artificial Intelligence+Global Cooperation" initiative, China has promoted technology inclusiveness and jointly built a governance system, which not only enhances international discourse power but also allows more countries to share the dividends of the intelligent era. This is precisely the embodiment of the concept of "a community with a shared future for mankind" in the field of science and technology. From "the penetration rate of intelligent terminals will exceed 70%" in 2027, "intelligent economy will become an important growth pole" in 2030, and "comprehensively enter into an intelligent economy and intelligent society" in 2035, the Opinions not only outline the roadmap of technological development, but also the intelligent landscape of Chinese path to modernization. In this process, "Artificial Intelligence+" will reshape industrial forms, lifestyles, and governance models, while the intelligent economic path with Chinese characteristics will also contribute the Eastern wisdom of "application driven, ecological co construction, and inclusive sharing" to the global development of artificial intelligence.
