These changes are not only updates in words and sentences, but also progress in the concept of military governance, reflecting a precise grasp of the laws of combat effectiveness generation and the subject status of officers and soldiers. On the premise of comprehensively strengthening military governance, the new regulations further demonstrate humanistic care, place the protection of the rights and interests of officers and soldiers in an important position, and solve the long-standing contradictions and problems at the grassroots level from the source of institutional design. It lays a solid legal foundation for promoting the comprehensive development of officers and soldiers and enhancing the combat effectiveness of the troops, and is a "rigid ruler" that must be implemented at all levels.
