Recently, the State Council pointed out at a series of themed press conferences on "Completing the 14th Five Year Plan with High Quality" that the manufacturing industry is the lifeline of the national economy, the foundation of building a strong country, and the basis of building a nation. China adheres to the direction of high-end, intelligent, green, and integrated industries, and promotes the transformation and upgrading of traditional industries. During the 14th Five Year Plan period, China's manufacturing industry maintained a steady development trend, with an expected increase in added value of 8 trillion yuan, contributing over 30% to global manufacturing growth. Through the coordinated promotion of the transformation and upgrading of traditional industries, the cultivation and growth of emerging industries, and the forward-looking layout of future industries, China's manufacturing industry has continued to deepen and solidify its transformation, making significant progress in innovation capabilities, industrial structure, digital applications, and industrial chain resilience. This not only reshapes China's industrial landscape and consolidates its position in the global industrial and value chains, but also injects strong momentum into seizing the opportunities of the new round of technological revolution and industrial transformation, enhancing the country's economic and technological strength, and improving people's quality of life. The transformation of China's manufacturing industry has achieved significant results. Manufacturing is the mainstay of the national economy, playing a crucial role in stabilizing economic operation, promoting transformation and upgrading, and improving people's lives. It is an important cornerstone supporting national development. In the era of intelligence, the level of digitalization in manufacturing has become an important reflection of a country's technological strength and innovation capability. Empowering the entire process of research and development, production, supply chain, and services with digital technology, accelerating the digital transformation of the manufacturing industry, promoting advanced and applicable technologies, and focusing on improving the high-end, intelligent, and green level of the manufacturing industry can significantly improve production efficiency and product quality, and enhance the integrated and collaborative operation capabilities of the upstream and downstream of the industrial chain. In addition, promoting the transformation of the manufacturing industry towards intelligence and low-carbon direction, accelerating the advancement of the manufacturing industry towards the mid to high end of the value chain, is an important path to achieve high-quality development of the manufacturing industry, and is also a key engine for promoting China's economic transformation and upgrading, enhancing international competitiveness, and building a modern strong country. Against the backdrop of profound changes in the global manufacturing competition landscape, China's manufacturing industry continues to deepen and solidify its transformation and upgrading, continuously improving in quality, structure, and innovation leadership, consolidating its position as the world's largest manufacturing country, accumulating a solid material and technological foundation for the high-quality development of the entire national economy, and providing important support for global economic development, ensuring global market supply, and becoming an important force in stabilizing the global industrial and supply chains. During the five years of implementing the 14th Five Year Plan, China's manufacturing industry has achieved significant development. From 2020 to 2024, the total industrial added value of China increased from 31.3 trillion yuan to 40.5 trillion yuan, and the manufacturing added value increased from 26.6 trillion yuan to 33.6 trillion yuan. The manufacturing industry accounts for about 30% of the global total, and its overall scale has ranked first in the world for 15 consecutive years, reflecting the important position of China's manufacturing industry in the global industrial chain. In the past five years, China's manufacturing innovation investment has steadily increased, with R&D expenses of manufacturing enterprises above designated size accounting for more than 1.6% of operating income, and R&D expenditures of enterprises accounting for more than 75% of the total R&D expenses of the society. More than 570 industrial enterprises have been listed in the top 2500 global R&D investment centers, and 16 national level manufacturing innovation centers have been newly established, totaling 33, breaking through nearly 700 key common technologies and breaking through the bottleneck from basic research to industrial application. In addition, in terms of industrial structure, traditional industries are accelerating their "rejuvenation", and the energy consumption per unit product of steel and cement clinker has reached the world's advanced level. The annual output of green electrolytic aluminum has exceeded 10 million tons; Emerging industries are accelerating to take the lead. By 2024, the production and sales of new energy vehicles will be about 9.5 times that of 2020, and the production of photovoltaic and wind power equipment will remain among the world's top. The country has cultivated more than 60 advanced manufacturing clusters in emerging industries and created 23 national independent innovation demonstration zones. The above data indicates that during the 14th Five Year Plan period, China's manufacturing industry has achieved new historic achievements in transformation and upgrading, and Chinese manufacturing is accelerating its transformation from "scale expansion" to "quality and efficiency". The reason why China's manufacturing industry has achieved such results in transformation is the inevitable result of multiple favorable factors working together. On the one hand, the central government is vigorously promoting the transformation and upgrading of the manufacturing industry. Policies and measures such as the "Guiding Opinions on Accelerating the Transformation and Upgrading of Traditional Manufacturing Industry", "Action Plan for Digital Transformation of Manufacturing Industry", "Implementation Guidelines for Collaborative Transformation and Development of Digital Greening", and "Implementation Guidelines for Digital Transformation of Manufacturing Enterprises" have been successively introduced, placing high-quality development of the manufacturing industry in a more prominent position. On the other hand, in the current era of deep integration of digital technology and the real economy, the majority of business entities make full use of new generation information technologies such as artificial intelligence and big data in the specific production process to carry out comprehensive and full chain transformation of the manufacturing industry, providing key support for the transformation and upgrading of various links within the manufacturing industry. However, the world is ushering in a new wave of technological revolution, and China is in an important stage of industrial development. The demand for high-quality economic development in the manufacturing industry is still significant, and the transformation and upgrading of the manufacturing industry still faces many challenges. Firstly, compared with the world's leading manufacturing countries, there is still a significant gap in innovation capability in China. There is a bottleneck between basic research and industrial application, and technological innovation achievements are difficult to enter the market. Secondly, there are still some shortcomings and weaknesses in the top-level design, factor circulation, and standard specifications of the current manufacturing transformation, and the standardization construction of manufacturing transformation needs to be further improved. At the same time, China's industrial system is in a critical period of accelerated transformation, and advanced manufacturing and modern productive service industries have not yet formed a deep integration. To accelerate the transformation and upgrading of the manufacturing industry, guide the development of China's manufacturing industry towards high-end, intelligent, and green directions, and climb towards the mid to high end of the industrial chain, we can focus on the following three aspects during the "15th Five Year Plan" period and provide effective support. One is to strengthen technological innovation and promote the marketization of technology. Vigorously enhance the technological innovation capability of the manufacturing industry, fully leverage the initiative of manufacturing enterprises, increase research and development investment, promote the comprehensive introduction of digital and green technologies in design, procurement, production, sales, management and other aspects of the manufacturing industry, achieve technological innovation driven development, and promote the improvement of total factor productivity in the manufacturing industry. Improve the technology innovation service system, develop tools such as product integration design and digital design delivery platform, set up rich application scenarios such as research and development design, pilot testing, production and manufacturing, marketing services, and operation management, and provide important application platforms for technology upgrading and innovation research. At the same time, with the deep integration of technological innovation and manufacturing as the main line, intelligent manufacturing as the main direction, and scenario application as the driving force, we will strengthen interdisciplinary cooperation, ensure long-term support for research institutions, encourage school enterprise cooperation, break through the bottleneck from innovative research to industrial application, and promote the commercialization of technological research and innovative achievements. The second is to improve the policy environment and strengthen the guidance of the standard system. In response to the development trend of the new round of technological revolution and industrial transformation, we will build a full chain and all-round policy support system, implement relevant policies in detail, support the application of pilot platforms, encourage the formulation of standards for manufacturing transformation, and guide infrastructure, technological innovation, market cultivation and other factors to tilt towards the manufacturing industry through industrial policies. Plan a coordinated approach between industries and policies, implement policies tailored to local conditions and industries to form effective support policies, internalize policy factors into the cost-benefit decision-making of the digital transformation of the manufacturing industry, help the deep integration of data-driven and intelligent operations in the manufacturing industry, and create a favorable policy environment for the continuous enhancement of internal capabilities and transformation and upgrading of the manufacturing industry. At the same time, it is necessary to clarify the regulatory standards and matters for the transformation of the manufacturing industry, strengthen the guidance of standards, regulate the development order of the industry, establish evaluation indicators and monitoring systems for the level of digitalization and collaboration in the manufacturing industry led by national standards, and provide support for the transformation of the manufacturing industry. The third is to optimize the industrial system and promote industrial integration and mutual promotion. Actively explore new models and formats for optimizing the industrial system, achieve deep integration of advanced manufacturing and modern productive service industries, continuously enhance the competitiveness of the manufacturing industry, and cultivate new driving forces for the transformation of the manufacturing industry. Improve the entire industry chain of integrated development between advanced manufacturing and modern service industries, promote the in-depth application of new models and scenarios such as personalized customization, shared manufacturing, full lifecycle management, and general integration and contracting in the field of advanced manufacturing, enhance product design capabilities, improve manufacturing accuracy, reduce production energy consumption, decrease the proportion of low-end products, increase product added value, and enhance support for the transformation and upgrading of the manufacturing industry. In addition, we will create a platform carrier for the integrated development of advanced manufacturing and modern service industries, strive to improve the mutual coordination and supporting service level between manufacturing and service industries, promote the accelerated transformation and upgrading of manufacturing, and help China's manufacturing industry achieve leapfrog development at key nodes.
