Enhance the level of public service co construction and sharing

Chinese path to modernization focuses on people's livelihood. Promoting the coordinated development of Beijing Tianjin Hebei region ultimately needs to be reflected in enhancing people's well-being and promoting common prosperity. Public services are related to people's livelihood and connect people's hearts. Accelerating the joint construction and sharing of public services is the internal requirement of the coordinated development of Beijing, Tianjin and Hebei, and it is also the proper meaning of striving to make Beijing, Tianjin and Hebei the pioneer and demonstration area of Chinese path to modernization. Only by seeking more benefits and solving more concerns for people's livelihoods in collaborative development, and adhering to the principle of "serving the vast while minimizing the small", can we promote the balanced allocation of high-quality public service resources and continuously improve the level of equalization of basic public services. Since the implementation of the coordinated development strategy of Beijing Tianjin Hebei, the three regions have focused on the needs of the people, responded to their concerns, worked together, and made continuous breakthroughs in promoting the co construction and sharing of public services, greatly enhancing the people's livelihood temperature within their reach. In the field of transportation, the Beijing Xiongnu Intercity Railway, the Beijing Tangshan Intercity Railway, and the Jinxing Intercity Railway have been successively completed and put into operation, and the main framework of the "Beijing Tianjin Hebei on the track" has been basically built. The total length of high-speed rail in the Beijing Tianjin Hebei region has increased from 1284 kilometers in 2013 to 2669 kilometers in 2024, achieving full coverage of all prefecture level cities in the region and creating a "1-hour transportation circle" for the Beijing Tianjin Hebei region. In the field of ecology, the three regions work together to prevent and control pollution. In 2024, the annual average concentration of PM2.5 in the Beijing Tianjin Hebei region will decrease by more than 60% compared to 2013, and the number of excellent days will significantly increase. Strengthen the coordinated protection of key river basins, expand the compensation mechanism for horizontal ecological protection of cross-border rivers, eliminate Class V water environment deterioration sections, and dynamically achieve the national target requirements of the 14th Five Year Plan for the proportion of excellent water quality in national surface water assessment sections. In the field of education, the three regions have jointly formulated an action plan for the coordinated development of education. Through resource sharing, teacher exchange, and cooperative education, they promote the co construction and sharing of basic education, explore collaborative innovation in higher education, promote the integrated development of vocational education, and promote the construction of cross regional higher education development alliances, vocational education groups (alliances), and education communities at a high level. Education cooperation has achieved overall quality and efficiency improvement. In the field of social security, the Beijing Tianjin Hebei social security card has become a super pass for convenient access to residents in the three regions. It has achieved the "one card application" for 44 human resources and social services, "one card settlement" for medical expenses in more than 64000 medical institutions, "one card ride" for over 3900 transportation routes, "one card tour" for 193 tourist attractions, and "one card reading" for 193 libraries. The "same city effect" of the three regions is becoming increasingly evident. However, it should also be noted that there are still some barriers to promoting the co construction and sharing of public services in the Beijing Tianjin Hebei region, such as the lack of unified systems and standards for public services. In the current and future period, efforts can be made to accelerate the co construction and sharing of public services, so that the people of the three regions can enjoy more and more benefits of coordinated development. Firstly, enhance the cooperation mechanism and policy coherence level of public services. Public services in the Beijing Tianjin Hebei region involve a wide range of fields and multiple stakeholders. Affected by factors such as the economic development of the three regions, Beijing and Tianjin have gathered a large number of high-quality public service resources, and there is a certain gap between Hebei and Beijing and Tianjin. It is necessary to break down implicit barriers and institutional obstacles, improve the overall regional cooperation and coordination mechanism, solve problems such as management mechanism, cooperation mechanism, infrastructure, layout adjustment, etc., and promote the expansion of high-quality public service resources in the Beijing Tianjin Hebei region in depth and breadth. Secondly, we will work together to strengthen the employment priority policy. Employment is the greatest livelihood. We will consolidate and expand the achievements of the human resources and social security departments in talent attraction, education, and sharing, human resources service coordination, and harmonious labor relations construction in the three regions. We will leverage the role of the national public employment service regional center, promote regional policy coordination, mechanism connectivity, information sharing, and service upgrading, deepen labor cooperation, promote orderly flow of labor factors, and improve the balance and quality of public employment services. Thirdly, focus on continuous breakthroughs in key areas of people's livelihood. Deepen cooperation in the teaching staff, discipline construction, and achievement transformation of universities in the region, and jointly promote the integrated development of education, science, and technology talents. Improve the collaborative handling mode of social security, establish a sound mechanism for sharing social security data in the Beijing Tianjin Hebei region, and provide related services such as social security relationship transfer and cross provincial qualification certification. Orderly promote the extension and layout of the Beijing Tianjin elderly care project to areas in Hebei that meet the conditions, and support relevant regions to carry out pilot projects for long-term care insurance systems. Fourthly, leverage the exemplary and leading role of Xiong'an New Area in the field of public service construction. The construction of high-quality public services such as education, medical care, and elderly care with high standards is an important part of the construction of Xiong'an New Area as a centralized carrier of non capital functions in Beijing. It has accumulated valuable experience in exploring new models for the construction of high-quality public service facilities and new mechanisms for the supply of public services. The Hebei region surrounding Beijing, which meets the conditions, can refer to relevant experience and practices to create a pilot project for the joint construction and sharing of public services among the three regions, and optimize the layout of public services in key areas.
