Before project delivery, investors are strictly prohibited from illegally withdrawing funds from the project company's sales, financing, etc., and are strictly prohibited from withdrawing capital or early dividends. ”Dong Jianguo stated that in terms of real estate project financing, effective methods have been explored and formed in promoting the "guaranteed delivery of houses" work, which is to designate a bank or consortium as the host bank for a project, and deposit funds for project development, construction, sales, etc. into the host bank. Dong Jianguo stated that establishing a coordination mechanism for urban real estate financing, implementing a project "whitelist" system on a city by city basis, has effectively ensured the construction and delivery of commodity housing projects. Currently, the loan approval amount for "whitelist" projects nationwide has exceeded 7 trillion yuan. In terms of the sale of commercial housing, we will vigorously and orderly promote the sale of existing houses, achieve "what you see is what you get", and fundamentally prevent delivery risks; Continuing to implement pre-sales, standardize the supervision of pre-sale funds, and effectively safeguard the legitimate rights and interests of homebuyers. It can be seen that the reform and improvement of the real estate development, financing, and sales system, including the implementation of the project development company system, the determination of matching host banks, the establishment of urban real estate financing coordination mechanisms, and the effective and orderly promotion of existing housing sales. ”Chen Wenjing, Director of Policy Research at Zhongzhi Research Institute, stated in an interview with Shanghai Securities News that according to their institutional monitoring, relevant policies have been implemented in Xinyang, Henan, Jingmen, Hubei, and Shaoyang, Hunan since the beginning of this year, clearly promoting the sale of existing houses and safeguarding the legitimate rights and interests of homebuyers.
