On the 9th, Sun Xiaobo, head of the Chinese delegation to the 80th session of the United Nations General Assembly's Disarmament and International Security Committee (UN General Assembly First Committee) and Director General of the Department of Arms Control of the Ministry of Foreign Affairs, spoke at the general debate, elaborating on China's position and policy proposals on strategic security and arms control issues, calling for adherence to multilateralism and strengthening international cooperation; Adhere to upholding commitments and upholding international rule of law; Persist in reform and innovation, and improve international governance. Sun Xiaobo said that in today's world, countries are facing a more complex and severe international security environment. The Cold War mentality lingers, the arms race continues to escalate, fairness and justice are trampled upon, bullying and domineering behaviors are common, and multilateral arms control mechanisms are being impacted and eroded. We should firmly defend international fairness and justice, actively maintain world peace and tranquility, and resolutely oppose the law of the jungle where the weak prey on the strong. Sun Xiaobo stated that in the face of the increasing deficits in peace, development, security, and governance, China has put forward the concept of building a community with a shared future for mankind, and has successively put forward global development initiatives, global security initiatives, global civilization initiatives, and global governance initiatives, contributing Chinese wisdom and solutions to cope with world changes and solve urgent problems. Sun Xiaobo emphasized that China's nuclear policy has always maintained a high degree of stability, continuity, and predictability, which is conducive to maintaining global strategic stability and a significant contribution to the international nuclear arms control cause. China's nuclear strategy of self-defense will not change, its policy of not being the first to use nuclear weapons will not change, its stance of not participating in arms races will not change, its willingness to participate in dialogue on reducing strategic risks will not change, and it will always maintain its nuclear forces at the lowest level necessary for national security. China supports the cornerstone role of the Treaty on the Non Proliferation of Nuclear Weapons and advocates that nuclear disarmament should adhere to the principles of "maintaining global strategic stability" and "undiminished security for all countries", and be gradually promoted. The country with the largest nuclear arsenal should effectively fulfill its special and priority responsibility for nuclear disarmament, resume the implementation of the New START Treaty, and discuss follow-up arrangements. The Chinese side advocates negotiating and reaching a legally binding verification protocol for the Biological Weapons Convention, and urges Japan to effectively fulfill its international obligations under the Chemical Weapons Convention, and to comprehensively, cleanly, and completely destroy Japan's abandoned chemical weapons in China as soon as possible. Sun Xiaobo said that Chinese path to modernization is a modernization that follows the path of peaceful development. China will always be a force for peace, stability and progress in the world.
