Extend medical resources to the doorstep of the public
2025-10-09
In Taipusi Banner, Inner Mongolia, an elderly herder has severe knee joint wear and tear. Due to the recent hospital being dozens of miles away from home, every time he goes out for medical treatment, it is a difficult journey. Fortunately, at the end of last year, the touring medical team from Beijing Temple of Heaven Hospital affiliated with Capital Medical University came to Qili to not only examine and treat him, but also teach him daily nursing knowledge and skills. The mobile medical team measured the vastness of the grassland with their footsteps, went to households on site to solve the health problems of farmers and herdsmen, and wrote a warm chapter of benefiting and facilitating the people. Not long ago, the "Notice on Establishing a Normalized Touring Medical System" was released, which institutionalized the practice and experience of touring medical care, and achieved full coverage of normalized touring medical care in resource weak counties. This will bring more medical resources and health benefits to grassroots people. Promoting the expansion of high-quality medical resources and balanced regional layout has always been a key task of healthcare reform. In remote areas, poverty-stricken counties, and revolutionary old areas, medical resources are still weak, and it is necessary to increase targeted assistance efforts. The normalized mobile medical system focuses on key tasks such as disease diagnosis and treatment, remote medical care, specialized construction, and hospital management. It can cover all areas with weak medical resources and is an effective path to comprehensively improve medical service capabilities. During the 14th Five Year Plan period, China has explored reform achievements such as national medical centers, national regional medical centers, and close medical alliances, continuously promoting the sinking of high-quality medical resources, and promoting the rational layout of medical resources nationwide, forming valuable reform experience. By leveraging institutional advantages and using "highlands" to create "valleys", we can promote balanced allocation of medical resources. During the 14th Five Year Plan period, the national regional medical centers added 114 new layouts, bringing the total to 125, basically covering provinces with weak medical resources, effectively enhancing the regional key specialty's ability to diagnose and treat difficult and severe diseases. Through talent cultivation, technology output, and discipline co construction, national regional medical centers continuously improve the medical level in the central and western regions of China, reducing the burden of patients seeking medical treatment across regions while also enhancing the overall medical level of the region. The sinking of high-quality resources is the key to solving the difficulty and high cost of medical treatment. In rural areas, the construction of closely knit county-level medical communities integrates medical resources between counties and villages, achieving the goal of "general diseases not leaving the county"; In cities, community hospitals have become the "first line of defense" for preventing and treating "minor diseases", "chronic diseases", and seasonal infectious diseases. Family doctors establish long-term health records for patients and become the gatekeepers of residents' health. Primary healthcare is the 'bottom line' of medical and health services. Strengthening grassroots healthcare and building a high-quality and efficient medical and health service system have a solid foundation. Digital technology and other information technologies, breaking through spatial limitations, bring more possibilities for the sinking of high-quality medical resources. With the technology enabling, experts in Beijing can remotely control the surgical robot to perform malignant tumor resection for patients in Xizang in real time; Through remote consultation, expert teams in Hangzhou can conduct multidisciplinary consultations with patients in Xinjiang; Through Internet hospitals, people in remote areas can go back to see doctors without leaving their homes... high-quality medical resources have been "flying" to the grassroots with digital wings. In the future, the large-scale application and iterative upgrading of new technologies will continue to promote the balanced regional layout of high-quality medical resources. Seeking medical treatment is an important matter for people's livelihood. With the establishment of a normalized mobile medical system, China will coordinate the role of national medical centers, national regional medical centers, provincial-level regional medical centers, and closely knit county-level medical communities to extend more high-quality medical resources to resource weak areas and grassroots, allowing more people to enjoy high-quality medical services and contribute to the construction of a healthy China.
