The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to support grassroots supervision, continuously optimize the establishment and staffing of grassroots discipline inspection and supervision institutions, improve the dynamic supplementary mechanism for vacant personnel, and enhance the quality and efficiency of grassroots discipline inspection and supervision. Strengthen the leadership and guidance of the county and district discipline inspection commissions and supervisory commissions on the handling of cases by township discipline inspection commissions, establish a mechanism for team members to contact townships in a segmented manner, strengthen the overall coordination and scheduling of investigation and handling cases, and for cases with multiple interferences, high resistance, and strong public feedback, concentrate time, strength, and energy on tackling breakthroughs through leadership package, listing supervision, promotion and direct handling, and cross handling. Establish weekly summary, ten day scheduling, monthly reporting, and quarterly review mechanisms to ensure timely progress of work. Develop relevant document templates, and strengthen the supervision and inspection of the use of measures and document approval by township discipline inspection and supervision agencies by the county and district discipline inspection and supervision commission's case management departments, ensuring the combination of authorization and control, and the unity of authority and responsibilities. The Municipal Commission for Discipline Inspection and Supervision has established a special review team to conduct a hierarchical review of self initiated cases by township discipline inspection commissions. The team strictly follows the relevant evaluation methods for case quality and efficiency, and conducts a full process review and evaluation from the aspects of handling clues, factual evidence, qualitative handling, procedural procedures, and implementation to ensure that each case is handled with high quality and efficiency. Improve the quality and efficiency of supervision. Focusing on the issues of generalization and insufficient focus in supervision, we will take regularization as the path to promote targeted supervision and embedded governance. Highlight the key areas of supervision, formulate a list of responsibilities for township disciplinary inspection and supervision institutions, clarify their functions and duties, focus on deepening rectification in key areas where power is concentrated, funds are intensive, and resources are abundant, improve the mechanism of "mass questioning, departmental answering, disciplinary inspection commission supervision, and social evaluation", and promote precise focus and targeted supervision. We will coordinate and supervise our forces, optimize the cooperation mechanism of each district according to the principles of "integration nearby, complementary advantages, and favorable work", refine organizational leadership, cooperation matters, supervision methods, and cooperation in case handling, and transform "fighting alone" into "coordinated combat". Enrich supervision methods, guide counties, districts, and townships to explore information-based supervision paths, make good use of rural revitalization supervision information and the "One Stop Supervision" platform for small and micro power, connect information from departments such as agriculture and rural areas, human resources and social security, finance, civil affairs, and auditing, analyze problems, discover clues, and fix evidence through county-level modeling, big data comparison, and township verification, and empower supervision, discipline, and law enforcement with informationization.
