Recently, the Second International Conference on Excellent Engineer Training, sponsored by the China Excellent Engineer Training Consortium (hereinafter referred to as the "Consortium"), with the theme of "Cultivating Excellent Engineers and Building an Open New Ecology", was held in Beijing. Guests, experts, and scholars from over 120 universities, enterprises, research institutions, and association organizations from more than 30 countries and regions attended the conference and conducted discussions. Minister of Education Huai Jinpeng stated that in recent years, China has continuously increased investment in higher education, especially in engineering education, and has built the world's largest and high-quality higher engineering education system with over 9 million students. It has explored a new path of integrating science and education, and integrating industry and education to cultivate outstanding engineers, which has effectively supported national and regional economic and social development, provided effective reference for international engineering education reform and development, and shared the concept, practice, and methods of Chinese engineering education with the world. Huai Jinpeng proposed three initiatives on how to further deepen open cooperation and promote the construction of a new international engineering education ecosystem: working together to create excellent and leading international engineering education quality standards; Joining hands to explore new paths for international engineering education reform in the era of intelligence; Join hands to build an open and inclusive international engineering education cooperation network. At the meeting, Zhao Changlu, Secretary of the Party Committee of Beihang University, introduced the practical exploration, internationalization experience, and standard development of excellent engineer education on behalf of the consortium. He said, "Looking towards the future, the consortium will jointly promote global engineering education cooperation and development, promote the growth and development of engineering talents and breakthroughs in engineering technology innovation. We will continue to deepen the integration of industry and education, strengthen international cooperation, promote the joint research, construction, and sharing of standards, and cultivate a large number of outstanding engineering talents to meet global common challenges and promote the development and progress of human society." Several universities including Beihang University, Beijing Jiaotong University, Central South University, and South China University of Technology have signed contracts with overseas universities to closely cooperate on the cultivation of outstanding engineers. Among them, Beihang University and Valencia Institute of Technology in Spain signed a memorandum of cooperation to jointly establish the Sino Western Excellent Engineering College. The college mainly focuses on the fields of aerospace, artificial intelligence, computer science and technology, robotics, and new generation information and communication technology, cultivating international outstanding engineers. At the meeting, China signed documents with two major international organizations for engineering education in the world - the International Engineering Union and the European Engineering Education Accreditation Network, marking the beginning of a new process of international cooperation and mutual recognition in China's excellent engineering education. It is reported that the current internationally recognized engineering education mutual recognition agreements mainly include the Washington Accord at the undergraduate level and degree level agreements below. The conference initiated the establishment of an international mutual recognition agreement for graduate level engineering education, which will fill a key gap in the global engineering talent mutual recognition system. The work proposed by China will fill the key gap in the international mutual recognition system for high-level engineering talents globally, based on the undergraduate "Washington Accord" and other agreements, and establish a globally unified quality standard for master's and doctoral training, providing high-level and international talent support for addressing artificial intelligence, climate change, and sustainable development. The excellent engineer education and training model is a key achievement of China's graduate level engineering education reform. Wang Shuguo, Chairman of the China Engineering Education Professional Certification Association, stated that the relevant cooperation will provide international mutual recognition standard framework support for guiding graduate level engineering education towards future challenges and implementing the United Nations Sustainable Development Goals, addressing global issues such as rapid technological iteration and climate change, and cultivating outstanding engineers with stronger innovation capabilities and social responsibility.
