In terms of technological breakthroughs, Chinese artificial intelligence has made significant progress in computing infrastructure, large-scale model development, algorithm efficiency, and other aspects. In terms of industrial ecology, artificial intelligence has deeply empowered key fields such as manufacturing, energy, transportation, and healthcare. China is a leading developer of artificial intelligence technology and one of the world's largest markets and data sources for AI applications. The scale of China's artificial intelligence industry will exceed 700 billion yuan in 2024 and maintain a growth rate of over 20% for several consecutive years. The number of China's top 100 global innovation clusters and the number of high-level international journal articles both rank first in the world. The "Digital China Development Report (2024)" shows that there were 45000 newly published generative artificial intelligence patents worldwide in 2024, with 61.5% originating from China. More importantly, China has rich scenarios and governance experience in the application of artificial intelligence, which can provide useful reference for countries around the world. The rapid development and widespread application of artificial intelligence technology have brought transformative opportunities for global economic and social development, but also significant security risks and governance challenges that cannot be underestimated. Due to uneven technological development and significant differences in governance capabilities among countries, as well as a lack of coordination in international mechanisms, the international community has not yet formed a broad consensus on the governance of artificial intelligence. In order to maintain their absolute advantage in development, some countries politicize and instrumentalize the issue of artificial intelligence governance, relax regulation internally, and create innovation barriers through technology blockades and export controls externally, restricting the development of other countries and hindering international cooperation. Global artificial intelligence governance is facing structural difficulties. Artificial intelligence is a global technological revolution that should serve all humanity, and all parties should promote the formation of a pattern of shared risks and benefits. Technological fragmentation will only lead to the fragmentation of security standards, hinder cooperation and communication, and exacerbate the intelligence gap. Global governance of artificial intelligence must be centered on human well-being, always focusing on addressing challenges and promoting human development. The artificial intelligence technology that truly conforms to the development trend and human development needs must be inclusive, fair, open and inclusive. Only by adhering to the principle of "intelligence for good", balancing safety and development, fairness and inclusiveness, and promoting the establishment of relevant standards and collaborative mechanisms, can artificial intelligence truly become a public good that benefits humanity.
